Location: Scott Air Force Base
Duties The primary purpose of this position is:
To serve as a command headquarters level senior program analyst planning, organizing, and determining necessary strategy, policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of assigned major command (MAJCOM) programs in the Operations Directorate to achieve mission assurance of operations and mission risk mitigation of Mobility Air Forces (MAF) activities in, through, and from the cyberspace domain as well as desired effects in the information environment.
DUTIES :
* Applies Air Force military cyberspace operations experience to analyze, develop, and evaluate detailed strategic plans, goals, and objectives which posture the MAF enterprise to conduct peacetime and wartime combat operations in contested, degraded, and operationally-limited environments.
* Prepares and delivers analysis and recommendations in various forums such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).
* Plans and executes information operations. Applies a fertile imagination joined with a sound background in principles of sociological/psychological behavior, mathematics, and physics to influence foreign target audiences comprised of: passive and neutral-state civilians, Geneva Conventions-recognized enemy combatants, enemy non-combatants, and members of violent extremist organizations.
* Documents planning and programming decisions/recommendations in appropriate formats to meet Air Force and Major Command requirements. I
* Provides immediate action, analysis, support, and response for emerging and real-world cyber crisis situations to all Air Mobility Command units. Requirements Conditions of employment

* Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
* Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
* This position is subject to provisions of the DoD Priority Placement Program
* Work may occasionally require travel away from the normal duty station on military or commercial aircraft
* Air Force space, missile, and/or cyberspace operations experience is highly desirable.
* Must be able to obtain and maintain a Top Secret Clearance w/ access to SCI.
* This is a drug testing position. The incumbent is subject to random testing for drug use. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343. EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as air and space superiority; intelligence, surveillance, and reconnaissance (ISR);
rapid global mobility; global strike; command and control; airlift; aeromedical evacuation; aerial refueling; air mobility support to special operations; global mobility response; cyberspace tactics, techniques, procedures; information operations tactics, techniques, procedures;
Cyber Integration;
Offensive Cyberspace Operations, Defensive Cyberspace Operations, Department of Defense Information Networks Operations;
Planning, Programming, & Budgeting System (PPBE), acquisition; knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
