Location: Virginia

Serves as the Chief Deputy to the Director of Elections/General Registrar. Provides professional and technical assistance to the Director of Elections/General Registrar.

Work involves responsibility for the performance of duties related to voter registration and election activities in accordance with the Code of Virginia, federal election laws, and the policies and procedures of the Virginia State Board of Elections. Work is performed independently with limited oversight by the General Registrar. Chief Deputy must be able to assume full duties of the General Registrar.

Duties
  • Provides professional and technical support for City elections.
  • Manages the candidate filing and campaign finance processes.
  • Manages the Absentee and Early Voting process.
  • Manages the election officer (Poll Worker) Program.
  • Manages the administrative activities for the Registrar’s office including supervision of staff.
  • Reviews and interprets federal, state, and local election laws and regulations.
  • Assist with the implementation of programs and policies that comply with election laws and regulations.
  • Provides information about voter registration, election processes, and election regulations to the public, elected officials, candidates, and political party representatives.
  • Represents Office at local, state, and national conferences.
  • Analyzes data for a variety of reports available to the public.
  • Oversee the management of federal, state, and local elections, including equipment preparation and testing, equipment delivery, and precinct logistics.
  • Manages the City’s campaign financial disclosure process ensuring that all candidates comply with reporting laws and regulations including assessing penalties when necessary.
  • Serves as the point-of-contact for potential candidates and elected officials by providing appropriate and accurate information including code references.
  • Manages candidate petitions in the eligibility process.
  • Oversee the by-mail absentee process including military and overseas voters.
  • Oversee the in-person early voting operations and processes, including developing procedures to improve or alter the processes based on needs or new laws and regulations.
  • Manages and coordinates projects relating to the election process as necessary.
  • Recruits, onboard, and assigns election officers to the Central Absentee Precinct for early voting and to polling places on election day.
  • Maintains Election Officer database.
  • Assists with budget planning, implementation, and monitoring.
  • Manages financial operations for the Registrar’s office.
  • Oversee procurement activities and serve as the liaison to the City’s procurement office.
  • Coordinates payroll and task assignments ensuring proper staffing of the office and precincts.
  • Audits current operations and processes to ensure maintenance and compliance with changes in laws and regulations.
  • Provides general support to the General Registrar and the Electoral Board.
  • Handles FOIA requests for the Elections Office.

Educational Requirements

Requires a bachelor’s degree in Business, Public Administration, or closely related field. Education requirements may be supplemented by equivalent and proven experience in election administration

-or- project management.

Necessary Knowledge, Skills, and Abilities
  • Knowledge of and ability to learn federal, state, and local political structures, laws and policies related to election administration and voter registration including the ability to adapt to the constant changes in laws and policies and proven ability to make appropriate adjustments to the processes and operations to remain in compliance with the law.
  • Problem-solving skills, including the ability to gather the necessary information to solve problems, respond appropriately to Freedom of Information Act requests, and answer questions from other employees, City officials, and the public.
  • Ability to establish and maintain effective professional relationships with other employees, City officials, and the public.
  • Ability to communicate clearly and effectively, both verbally and in writing.
  • Ability to follow technical instruction for programming, operating, testing, and troubleshooting voting equipment.
  • Knowledge of basic computer software such as Microsoft Office and basic office equipment.
  • Ability to learn and understand geographical boundaries.

Must be available to work early morning, late evening, on weekends, and some Holidays during peak election period.

Special Certifications and Licenses
  • Must be a registered voter of the Commonwealth of Virginia.
  • Must have a valid driver’s license in the Commonwealth of Virginia.
