Location: Scott Air Force Base
Duties DUTY 1:
Performs a broad range of safety and occupational health duties in one or more areas of safety and occupational health. DUTY 2:
Plans and carries out formal investigations of reportable and non-reportable mishaps involving personal injury accidents, property damage, covering a wide range of work operations. DUTY 3:
Develops specialized operating practices, modifying or departing significantly from standard techniques when necessary based on interpretation of policies, standards, and regulations. DUTY 4:
Reviews plans and specifications for new construction, major building alterations, and/or changes in installation equipment and monitors project through completion to ensure compliance with safety codes and standards. DUTY 5:
Provides technical safety training/instruction to supervisors, employees, and/or unit safety representatives on a wide range of work operations areas, such as traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures. * Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
* Shift work and emergency overtime may be required

* Incumbent may occasionally be required to be in an on-call status outside normal duty hours or on holidays. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying comprehensive knowledge of regulations, standards, procedures, methods, and techniques applicable to a broad range of safety and occupational health duties in one or more specific areas of safety and occupational health (e.g., identifying, evaluating, and recommending methods of controlling a wide variety of industrial hazards related to the full range of work operations);
Knowledge of the body of laws, regulations, policies, and procedures related to safety and occupational health to sufficiently interpret and modify or significantly depart from standard techniques in devising specialized operating practices concerned with accomplishing project safety and occupational health objectives; and explaining the reasons and purposes for applying corrective measures and procedures, minimizing or abating environmental hazards;
Knowledge of physiological and psychological factors sufficient to evaluate the relationship of an individual to the working environment and to motivate individuals to perform in a safe manner and to use protective gear;
Knowledge of the requirements, methods, and techniques of accident/mishap investigation of normal to high safety and occupational health risk areas, to include fact-finding, analysis, risk assessment, resolution involving a substantial number and diversity of safety hazards/problems, and preparing and submitting formal reports. OR
EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
