Duties
* Collect, review, and analyze IT Program requirements from program managers to develop, plan and execute all phases of the budget life cycle.
* Including POM, PB, and BES submissions while ensuring compliance with IT architecture standards and providing ongoing financial reporting and oversight to keep projects with approved funding.
* Prepare, monitor, justify and defend the budget, acquisition schedule, and milestone portions of programs.
* Review and analyze IT requirements and develops procedures for managing program budgets throughout their entire life cycle.
* Responsible for all IT program financial planning and execution matters.
* Provide budget planning and financial reporting for IT solutions, tracks IT program expenditures and provides financial status reports to ensure programs and projects remain within approved funding. Requirements Conditions of employment
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* Must be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
* This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.
* Business travel is up to 10% of the time.
* Financial Disclosure Statement OGE Form 450 is used to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R. Qualifications Who May Apply:

Experience:

One year of specialized experience which includes
1) Executing financial management for a federal agency or program;
2) Working with both appropriated funding and working capital funding (e.g. TWCF);
3) Planning, monitoring, and/or executing an organization's program to improve its effectiveness and efficiency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

You will be evaluated on the basis of your level of competency in the following areas:

* Planning and Evaluating Time in Grade Requirement:
