Location: Scott Air Force Base
Duties
* Serves as Program Coordinator and Senior Advisor for the Division. Plans, coordinates, and guides the daily workflow of civilian and military personnel within the division to ensure effective mission accomplishment.
* Manages sensitive inquiries and complaints placed in the Air Mobility Command (AMC) Inspector General (IG) Complaints Resolution Program in accordance with current Department of Defense and Air Force Instructions.
* Establishes and oversees Air Mobility Command's Title 10 U.S.C. Section 1034 (Whistle blower Protection
- Reprisal and Restriction) Complaint Resolution Program.
* Develops and implements major command-wide policies, guidance, and procedures for Complaints Resolution Program.
* Manages the MAJCOM Inspector General (IG) official records Freedom of Information Act (FOIA), Privacy Act (PA), and Official Use Request (OUR) programs.
* Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Requirements Conditions of employment

* Experience conducting Inspector General Investigations is mandatory.
* Experience writing reports of investigations is mandatory.
* Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
* May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
* Position requires a high degree of discretion in relation to sensitive information.
* Noncritical Sensitive:
Must be able to obtain and maintain a Secret security clearance.
* Employee is required to complete both the SAF/IG Inspector General Training Course, Complaints Resolution (IGTC-Q), (cont'd) * (cont'd) and the AFIA Inspector General Training Course, Inspections (IGTC-I), no later than 90 days after selection if not previously attended. Qualifications In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for General Inspection Investigation Enforcement and Compliance Series, 1801.
SPECIALIZED
EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of federal statutes, public laws, and high-level directives-specifically Title 10 U.S.C. Section 1034 (Whistle blower Protection - Reprisal and Restriction), the Freedom of Information Act (FOIA), and the Privacy Act (PA)-sufficient to interpret broad guidelines, develop and implement MAJCOM-wide policies, and formulate legally sound release determinations for highly sensitive IG records.
Comprehensive knowledge of AMC missions, organizational structures, and the Air Force Inspection System (e.g., DAFI 90-302) sufficient to evaluate the overall health of installation-level IG programs, identify systemic trends of fraud, waste, or abuse, and recommend strategic interventions to General Officers (e.g., AMC/CC, SAF/IGQ). Expert knowledge of investigative techniques and relevant legal framework; skill to apply knowledge and advise installation-level IGs in a variety of difficult and sensitive investigations of complaints and inquiries;
skill to interpret laws or regulations and develop guidelines in areas where methods and principles are questioned or challenged; and skill in negotiating and resolving unprecedented, broad, difficult, or complex problems in a wide range of programs and subjects. Extensive knowledge of DoD, Air Force, MAJCOM, and Wing organizational structure, operations, and policies; and mission responsibilities of their many diverse organizational entities.
Expert knowledge of the IG Complaint Resolution Program system of record database, the Automated Case Tracking System (ACTS). Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness. FEDERAL…
