Position: Information Specialist (Applications Software) with Security Clearance
Location: Scott Air Force Base

Duties
* Serves as a senior IT project management specialist, technical advisor and software/systems developer responsible for performing duties related to the design, development, integration, testing and management of automated systems.
* Assesses progress in assigned IT projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known IT software application methods and procedures.
* Independently evaluates contractor proposed solutions, for applicability, technical suitability and cost.
* Provides input to the program manager for source selection and contractor monitoring of acquisition phases from development through production and deployment.
* Responsible for applying concepts of software engineering and development activities, enterprise architecture, best practices, IT systems engineering, information assurance, cybersecurity, IT-related technologies
* Oversees the software development lifecycle using current agile development methodologies.
* Manages project teams, evaluating software to ensure timely, accurate, technically acceptable and complete deliverables.
* Prepares technical statements of work, leads proposal technical evaluations and selection through to award, and monitors the progress of multiple software development efforts. Requirements Conditions of employment
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
* This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
* Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. Experience:

One year of specialized experience in
1) Managing acquisition life cycle processes by identifying, analyzing, and resolving technical, cybersecurity and contractual issues to ensure successful program execution;
2) Providing technical guidance and recommendations to program managers for monitoring and evaluating acquisition phases from development through deployment;
3) Designing, developing, and/or testing IT systems and software applications using Agile methodologies to support mission-critical operations; and
4) Delivering high-level technical briefings, reports, and presentations to internal and external personnel to communicate project status, risks, and recommendations. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the competencies, as defined: (1) Attention to Detail
