Position: Service to the Armed Forces Specialist - Scott AFB in Willisville
Location: Willisville

Job Description

Support the Service to Armed Forces and International Services (SAF‑IS) Division mission by managing the delivery of American Red Cross services to U.S. military members, veterans, and their families in accordance with Red Cross policies and procedures. Provide support for International Services programs, lead volunteer engagement, and oversee community outreach and service delivery on military installations and in surrounding communities.

Position Note

Remote work is not available; on‑site attendance is required. This is a mobile position that requires worldwide deployment every 6 months, approximately once every 18‑24 months. Relocation assistance is only available for current employees within a 50‑mile radius of the parent division.

Relationship Management and Community Outreach
  • Builds strong relationships with military leadership, key organizations, and community leaders.
  • Cultivates partnerships with government organizations, corporate partners, civic and charitable agencies to further the Red Cross mission.
  • Enhances community presence through marketing opportunities and social media.
Volunteer Management
  • Develops and implements local needs assessments and Volunteer Program Plans.
  • Recruits, trains, and supervises volunteer leaders for SAF‑IS U.S. programs and services.
  • Manages volunteer records, training, recognition, and communication via the Volunteer Connection Platform.
Service Delivery Management
  • Supervises volunteer Service Delivery staff.
  • Coordinates services to military treatment facilities and VA hospitals.
  • Ensures community outreach events and special projects support SAF‑IS initiatives.
  • Manages support services for military members and families, including referrals.
  • Provides emergency communications support as needed.
  • Develops outreach strategies for International Services U.S. programs.
Financial and Reporting Management

Develops and manages budgets and expenditures to support all programs and services. Monitors and reports on program outcomes to ensure accountability and continuous improvement.

What You Need to Succeed
  • Bachelor’s degree in business, public administration, human resources, community organization, social or health sciences, or related field (or equivalent experience).
  • Minimum 5 years of program management or related experience.
  • Strong computer skills, public speaking, verbal and written communication, and interpersonal skills.
  • Ability to balance multiple priorities.
Work Conditions

May require ambulatory skills, light to medium lifting (up to 20 pounds), good hand‑eye coordination, and visual acuity for keyboard use. Work may involve 24‑hour call during major disasters, travel, and working under challenging conditions.

For Mobile Positions Only

Mobile staff must meet medical and security clearance requirements and be ready to deploy on short‑term assignments anywhere in the world. Duties include maintaining casework proficiency, participating in readiness drills, and supporting emergency, surge, and disaster responses.

Mobility Requirements
  • U.S. citizenship required.
  • Must obtain a secret security clearance and a U.S. passport.
  • Worldwide mobility is a condition of employment.
  • Must accept assignments anywhere in the world, including conflict areas.
  • Must meet strict medical and physical requirements, including required immunizations.
  • May be required to wear military uniforms and live/work in harsh environments.
  • Periodic accompaniment on deployments.
