Location: Scott Air Force Base
Duties
* Develop complete procurement packages to acquire necessary IT resources effectively.
* Evaluate acquisition packages and performance agreements: including SOWs, PWSs, SLAs, cost estimates, and technical specifications to ensure regulatory compliance and mission alignment.
* Implement enterprise IT governance and strategic planning frameworks: including policies, resource plans, and roadmaps to align technology investments with mission objectives and regulatory standards.
* Verify independent receipts and services to confirm the establishment of a legitimate government need.
* Ensure correct use of funds as prescribed by federal fiscal laws and regulations.
* Utilize all authorized sources to fulfill IT hardware and software purchase requirements.
* Reconcile monthly financial statements to resolve discrepancies with the contracting officer.
* Maintain physical security of contractual documents to prevent loss, theft, or compromise.
* Preserve electronic records for all IT procurements to support the entire acquisition lifecycle.
* Create briefings and reports to inform leadership and staff on procurement activities. Requirements Conditions of employment
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
* Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
* This position requires pre-employment Confidential Financial Disclosure Report, OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
* This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time. Qualifications Who May Apply:
