Duties
* Prepare budget reports, financial forecasts, and expenditure projections for senior leadership and stakeholders.
* Analyze budget allocations and expenditures to ensure efficient and effective use of funds in alignment with organizational priorities.
* Develop communication protocols and procedures for disseminating critical information and instructions during emergencies or terrorist incidents.
* Develop and/or deliver briefings, presentations, and reports to senior leadership, staff, and other stakeholders on anti-terrorism threats, trends, and mitigation strategies.
* Develop and/or deliver training programs for personnel at all levels within the organization.
* Conduct security briefings and workshops to raise awareness of terrorism threats and mitigation strategies.
* Develop and/or implement anti-terrorism policies, procedures, and guidelines to ensure compliance with regulatory requirements and mitigate security risks.
* Develop comprehensive plans and strategies for anti-terrorism programs, including risk assessments, resource allocation, and implementation timelines for commands and/or management.
* Conduct comprehensive risk assessments to identify potential vulnerabilities and threats to personnel, assets, and infrastructure.
* Develop and/or implement risk mitigation strategies and measures to reduce the likelihood and/or impact of terrorist attacks or other security threats. Requirements Conditions of employment
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
* This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
* This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
* Flexible hours, rotating hours, and occasional shiftwork may be required
* This position requires the incumbent obtain the following core SPeD Certification:
Antiterrorism Certification (ATC) within their first two years of employment.
* Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.
* Incumbent must complete Antiterrorism Level 2 training requirements according to IAW AR 525-13 within their first two years of employment. Qualifications Who May Apply:

One year of specialized experience which includes: (1) Developing and/or implementing anti-terrorism policies and procedures to safeguard personnel, assets, and infrastructure; (2) Conducting and/reviewing comprehensive security and/or risk assessments to identify vulnerabilities and threats; (3) Developing anti-terrorism security plans and protocols to mitigate risks and respond effectively to threats and/or attacks; and (4) Coordinating and/or delivering anti-terrorism awareness training programs for personnel at all levels within the organization.
