Position: SUPERVISORY FLIGHT PLANNING SPECIALIST with Security Clearance
Location: Scott Air Force Base

Duties
* Plans, organizes, and directs the activities of (Air and Space Operations Center International Flight Plans Branch (AOC/MODZF)), ensuring that the International Flight Plans Branch complies with legal and regulatory requirements and meets customer needs.
* Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
* Represents HQ Air Mobility Command, Air and Space Operations Center Command and Control Directorate, International Flight Planning and Airspace Branch with a variety of installation and functional area organizations.
* Serves as Air Mobility Command focal point and subject matter expert for aircraft routing functions and route database management covering all 196 countries worldwide
* Responsible for reviewing diplomatically-cleared flight plans to meet mission requirements with emphasis on resolution of exceptional operational issues affecting aircraft routing. Requirements Conditions of employment

* Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
* Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
* Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
* Incumbent acts as the International Flight Plans Chief in his or her absence.
* Incumbent may be required to work rotating shifts and/or holidays as directed by branch/division leadership.
* Frequent overtime is required as mission requirements dictate.
* Office is manned 24 hours per day, 365 days per year.
* This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. (cont'd) * (cont'd) Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
* This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
* Must be able to obtain and maintain a Secret Clearance. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Transportation Specialist Series, 2101. SPECIALIZED

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the transportation function(s) of the position to be filled. Experience includes: flight Plans and Airspace branch's route database maintenance procedures; knowledge of safety and security regulations, practices, and procedures; in-depth knowledge of flight operations, instrument flight rules, Federal Aviation Regulations, the international airway routes and structure, oceanic routes, controlled and special use airspace, flight characteristics and systems of several types of aircraft (aircraft altitude/airspeed capabilities, cargo/pax capabilities) of safety and security regulations, practices, and procedures;

knowledge of aircraft performance capabilities and limitations, DoD, AF and command flying instructions, directives, plans, regulations, and processes including those related to the handling hazardous cargo; knowledge of security practices for ensuring the safeguarding of classified information; knowledge of flight operations, airfield information and restrictions, flight information publications (FLIPs), sovereign nation AIPs, worldwide route planning, computer flight plans, international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts, airways and flight safety issues.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
