Location: Scott Air Force Base
Duties
* Performs a variety of management and transportation analysis work concerned with developing and implementing new policies and procedures.
* Provides transportation expertise related to defense transportation and logistics policy and issues.
* Researches and analyzes transportation policy, doctrine, public laws, rules and their regulatory documents for purposes of developing and recommending new policy and procedures.
* Reviews Army and DOW regulations for ARTRANS equities and issues impacting the Defense Transportation System.
* Performs studies of transportation/logistics programs to identify areas for improvement and helps to develop new and innovative approaches, technologies, and methods for evaluating the effectiveness of transportation programs and services.
* Advises managers and decision makers on the impacts of various courses of action to address logistical challenges.
* Develops and presents briefings on transportation systems, policies, and procedures to SDDC staff components the Services and other agencies.
* Develops position papers reflecting the Command's policy/position on transportation/logistics issues. Requirements Conditions of employment
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
* This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
* Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. Qualifications Who May Apply:

1) facilitating the movement of cargo through the Defense Transportation System,
2) ocean terminal operations support, or
3) providing advisory service to resolve transportation problems to ensure timely movement of cargo. This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-11). Specialized Experience for GS11: One year of specialized experience which includes experience in
1) facilitating the movement of cargo through the Defense Transportation System or
2) providing advisory service to resolve transportation problems to ensure timely movement of cargo. This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-09). OR
Education:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of
Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
