We are seeking an experienced Learning Standards & Instructional Systems Manager to support Maritime Expeditionary Security Group ONE (MESG ONE) Force Generation and Training Programs.
Position OverviewThe Learning Standards & Instructional Systems Manager serves as the lead advisor for learning standards, curriculum governance, and instructional systems development supporting Maritime Expeditionary Security Force training.
This position is responsible for ensuring courses of instruction comply with Navy Education and Training Command (NETC) learning standards while supporting continuous curriculum modernization and instructional quality improvement.
Working directly with Government personnel, instructors, curriculum developers, and operational subject matter experts, the successful candidate will ensure training products remain current, standardized, and aligned with evolving operational requirements.
Primary Responsibilities- Lead implementation and oversight of Learning Standards across the training enterprise.
- Evaluate existing Courses of Instruction (COIs) for compliance with NETC and Navy instructional standards.
- Develop and revise instructional materials, lesson plans, student guides, and instructor guides.
- Conduct curriculum reviews and identify opportunities for modernization and improvement.
- Ensure training products remain aligned with current doctrine, tactics, techniques, procedures, and operational requirements.
- Support curriculum validation, accreditation, and quality assurance activities.
- Advise Government leadership on instructional design best practices and adult learning methodologies.
- Coordinate with curriculum developers, instructors, and operational stakeholders to integrate emerging capabilities into training programs.
- Assist with implementation of digital learning technologies and AI-enabled tools that improve curriculum development and training delivery.
- Participate in planning meetings, working groups, and curriculum review boards.
Applicants should demonstrate experience that aligns with the Government's requirements, including:
- Bachelor's degree from an accredited institution.
- Minimum of eight (8) years of instructional systems design experience.
- Minimum of eight (8) years of experience with NETC-compliant course and curriculum development.
- Demonstrated experience developing or maintaining military curriculum using formal instructional design methodologies.
- Experience supporting Navy, Marine Corps, Joint, or Department of War training organizations.
- Strong technical writing, editing, and presentation development skills.
- Experience coordinating with operational subject matter experts to translate mission requirements into effective training products.
- Minimum of three (3) years of recent practical experience in MESF curriculum development (within the past five years).
- Active SECRET security clearance.

- Digital learning technologies and Artificial Intelligence (AI) applications for curriculum development
- Operational training or expeditionary warfare communities
Periodic travel is required in support of curriculum reviews, planning conferences, training observations, working groups, and Government meetings at CONUS and OCONUS locations.
