Travel: Periodic CONUS and OCONUS travel is required to support operational assessments, planning conferences, exercise planning events, fleet engagements, and coordination with Navy and Joint stakeholders. Travel may include locations such as Seal Beach, Bangor, Guam, Virginia Beach, Hawaii, Spain, Djibouti, and the UAE.
Background: Vectrona is seeking an experienced Navy expeditionary leader with expertise in force development, operational planning, training modernization, and readiness analysis to support MESG-1’s Force Generation mission. This individual will evaluate future operational capabilities, identify training and readiness gaps, and develop recommendations that improve the effectiveness of Maritime Expeditionary Security Force training programs.
Working closely with MESG-1 N7 leadership, MESTEU, Navy Expeditionary Combat Command (NECC), and other Navy stakeholders, the Force Development SME will ensure training programs evolve alongside emerging doctrine, technologies, and operational concepts while supporting long‑range force development initiatives.
This position is well suited for a recently retired senior Navy officer, senior enlisted leader, or experienced government contractor with extensive expeditionary operations, planning, and readiness experience.
Day-to-Day Responsibilities- Analyze Maritime Expeditionary Security Force war fighting programs to identify future training and readiness requirements.
- Evaluate emerging operational capabilities, patrol boats, maritime systems, weapons, and technologies for integration into MESF training.
- Conduct research and develop recommendations supporting updates to doctrine, policy, tactics, techniques, and procedures (TTPs).
- Support integration of MESF units into the Joint Exercise Life Cycle (JELC) and Fleet Response Training Plan (FRTP).
- Coordinate with NECC, NECCPAC, NAVSEA, numbered fleets, and other Navy stakeholders to ensure training remains aligned with operational requirements.
- Prepare force development studies, capability assessments, readiness analyses, and executive‑level briefings.
- Develop annual Force Development Analysis and Recommendations reports and other contract deliverables.
- Participate in planning conferences, working groups, and integrated product teams supporting future capability development.
- Provide technical recommendations to improve training effectiveness, operational readiness, and certification processes.
- Support continuous improvement initiatives that enhance Force Generation across the MESF enterprise.
No minimum education requirement is specified in the Performance Work Statement.
Relevant military education, professional military education (PME), or specialized Navy expeditionary training is highly valued.
A Bachelor’s or master’s degree in military studies, National Security, Organizational Leadership, Business Administration, or a related field is desirable but not required.
Preferred Knowledge, Skills, and Qualifications Required- Active DoD Secret Security Clearance.
- Minimum three (3) years of recent NECC or Navy expeditionary experience developing training and readiness initiatives within the last five years; MESF experience highly desired.
- Minimum eight (8) years of operational, training, and readiness experience supporting Navy expeditionary missions with warfare qualifications.
- Advanced proficiency with Microsoft Office Suite.
- Demonstrated ability to research, analyze, and develop recommendations addressing operational readiness, doctrine, training, and force development.
- Strong written and verbal communication skills with experience preparing executive correspondence, reports, and senior leader briefings.
- Proven ability to collaborate across multiple Navy organizations and operational stakeholders.
- Extensive experience within Maritime Expeditionary Security Force organizations.
