Overview
GENERAL PURPOSE
Performs a variety of supervisory, code-professional and technical duties assisting to plan, organize, direct and coordinate the daily operation of the building inspection department; oversees and performs inspections of all aspects of construction including residential dwellings, commercial and industrial buildings for compliance with one or more of the City's building, housing, or zoning codes and approved plans; performs commercial and residential plan reviews, approves and issues building permits, answers codes questions from the public and carries out code enforcement duties.

Supervision received:
Works under the general policy guidance of the Chief Building Official.
Supervision exercised:
May provide close to general supervision to the Building Inspector(s) III, II and I, Plans Examiner, and Permit Technician.

May supervise the field inspection program and inspectors; recruits, trains and maintains a knowledgeable and up to date team. - Day-to-Day Operations:
Responds to permit inquiries received in person and by telephone; provides customer service to applicants, homeowners, architects, engineers, and contractors in regards to permits and plan review. - Reads and interprets adopted codes, technical manuals, drawings, instructions, specifications as related to construction projects.
- Works with a computer to schedule inspections and update inspections performed.
- Performs complex and detailed plan checks of major projects; researches and reviews proposed building plans to assure compliance with city ordinances, uniform building and safety codes; refers plans to other agencies for further research as necessary.
- Determines building permit fees following established procedures for building type and size; issues permit for building, plumbing, electrical, sewer, water, heating, cooling and other construction phases as required by law; responds to requests for permits and issues the same; reviews and issues sign permits.
- Inspects new buildings, additions to and alterations of existing buildings for compliance with the currently adopted editions of the International Building Code, International Mechanical Code, International Plumbing Code, International Fuel Gas Code, International Energy Conservation Code, International Residential Code, and/or the National Electrical Code.
- Reads and interprets building plans and engineering specifications by reviewing information and codes and completing computations; reads and interprets adopted codes, technical manuals, drawings, instructions, specifications as related to construction projects; examines, reviews, and confirms all building plans and documents submitted for building permits are in compliance with current building codes, local municipal building ordinances and adopted state amendments. Documents review results and follow through with re-checks and additional documentation submittals.
- Internal & External Relations:
Coordinate with other departments to ensure a smooth process for customers; explains the building, plumbing, mechanical, electrical, and other codes including zoning codes to contractors and the general public; mediates code interpretation and enforcement disputes with architects, developers and builders; negotiates alternatives within provisions of the applicable codes; coordinates board of appeals proceedings as needed; attends various board and public meetings as needed to communicate division activity and to advise on issues affecting building activities within the city. - Responds to permit inquiries received in person and by telephone; provides customer service to applicants, homeowners, architects, engineers, and contractors in regards to permits and plan review (duplicate wording retained from original).
- Makes oral presentations and recommendations to the City Council, Board of Adjustment and other groups.
