Position: City Recorder

Vineyard City is one of Utah's fastest-growing communities, located along the shores of Utah Lake in the heart of Utah County. Once a small farming town, Vineyard has evolved into a dynamic and forward-thinking city that values transparency, accountability, and exceptional public service.

The City is seeking a highly organized and knowledgeable professional to serve as the City Recorder, a statutory position essential to the transparency, legal compliance, and daily operations of city government.

About the Role

The City Recorder performs complex administrative, statutory, and records management duties in accordance with Utah State law. This position is responsible for official meeting records, municipal elections, ordinances and resolutions, GRAMA compliance, and the preservation and management of the City's official records.

Working under the general direction of the Mayor and City Manager, the City Recorder works closely with the City Council, department directors, boards and commissions, the City Attorney, and the public to ensure accurate documentation, legal compliance, and efficient records administration.

This is an appointed, at-will position appointed by the Mayor with consent of the City Council.

What You ll DoPublic Meetings & Official Records
  • Prepare agendas, minutes, and public notices for City Council, RDA Board, Planning Commission, and other meetings as required by law.
  • Record and transcribe public meetings and maintain official proceedings.
  • Maintain official records of ordinances, resolutions, contracts, deeds, plats, easements, and other legal documents.
  • Attest signatures of the Mayor and City Manager; maintain the city seal; administer oaths of office; serve as Notary Public.
  • Accept and process legal notices, claims, garnishments, and court documents served to the City.
Records Management & GRAMA
  • Administer the City s records retention schedule and ensure lawful archiving and disposal of records.
  • Manage the citywide electronic records management system.
  • Process GRAMA requests including research, redaction, fee collection, and timely response.
  • Ensure compliance with all public records laws and proper classification and indexing of documents.
Ordinances, Resolutions & Documentation
  • Assist with preparation and maintenance of ordinances, resolutions, agreements, and official documents.
  • Maintain online code books, historical records, and relevant city webpages.
  • Work closely with the City Attorney and departments on official documentation and codification.
Municipal Elections Official
  • Serve as the City s Election Official and administer municipal elections in compliance with Utah State election law.
  • Conduct special elections, certify results, audit returns, and maintain election security.
Leadership & Professional Coordination
  • Participate in professional associations including UMCA and CURA.
  • Serve as a key resource to departments, elected officials, and the public regarding records and statutory

You are highly detail-oriented, organized, and knowledgeable in municipal procedures and records law. You thrive in a role that requires precision, discretion, and the ability to manage multiple deadlines while working with elected officials, staff, and the public.

Ideal Qualifications Education & Experience
  • Bachelor s degree in Public Administration, Business Management or related field
  • Five (5) years of progressively responsible experience related to municipal records, administration, or statutory duties.
  • Equivalent combination of education and experience may be considered.
Knowledge & Skills
  • Strong knowledge of Utah public meeting laws, records laws, and Robert s Rules of Order.
  • Knowledge of records management, indexing, and codification.
  • Ability to interpret and apply laws and ordinances appropriately.
  • Exceptional organizational and time-management skills.
  • Proficiency with office technology and records management software.
  • Strong written, verbal, and customer service skills.
Special Qualifications
  • Certified Municipal Clerk (CMC) or Master Municipal Clerk (MMC) preferred.
  • Must be bondable.
