Human Resources Manager

The Human Resources Manager is responsible for coordinating and overseeing administrative activities related to Care By Clark's personnel. This position develops recruitment and retention strategies, facilitates the hiring and onboarding of new employees, maintains personnel records, supports employee relations and performance management, and implements quality-assurance systems to ensure compliance with agency policies, licensing and accreditation standards, and applicable local, state, and federal employment regulations.

The Human Resources Manager works collaboratively with agency leadership to maintain appropriate staffing levels and promote a qualified, dependable workforce capable of providing high-quality, person-centered services to individuals with intellectual and developmental disabilities.

Essential Functions and General Responsibilities

  • Support the development and implementation of human resources initiatives, procedures, and systems.
  • Collaborate with program leadership to identify current and anticipated staffing vacancies.
  • Maintain an accurate and current agency staffing spreadsheet.
  • Develop and implement effective strategies for recruiting and retaining qualified employees.
  • Source applicants through employment databases, online job boards, social media, community partnerships, educational institutions, job fairs, and other recruitment resources.
  • Review applications and assess applicants' knowledge, skills, experience, qualifications, and suitability for available positions.
  • Schedule interviews and oversee the development and preparation of interview questions and other hiring and selection materials.
  • Coordinate with agency leadership throughout the interview, selection, and hiring processes.
  • Track recruiting activities and outcomes to identify opportunities for improvement.

Pre-Employment Screening and Onboarding

  • Ensure all required pre-employment screenings are initiated, completed, reviewed, and documented in accordance with agency policy and applicable regulations.
  • Verify that applicants meet the requirements of the position before employment begins.
  • Ensure that all new-hire documents are accurate, complete, and submitted within required time frames.
  • Enter new-hire information into applicable agency databases and human resources systems.
  • Coordinate and monitor the onboarding process for new employees.
  • Communicate with new employees and agency leadership regarding orientation, training, required documentation, and employment expectations.
  • Maintain systems for tracking incomplete onboarding requirements and follow up until all requirements are satisfied.

Employee Relations and Performance Management

  • Provide guidance to managers and supervisors regarding employee relations, performance concerns, disciplinary actions, grievances, and consistent application of agency policies.
  • Support management in investigating and addressing employee complaints, disciplinary matters, and workplace concerns.
  • Use performance-management tools to provide guidance, feedback, and support to employees and supervisors.
  • Assist with performance evaluations, corrective-action plans, coaching, and employee development initiatives.
  • Promote fair, consistent, and timely application of personnel policies throughout the agency.
  • Maintain appropriate confidentiality when handling employee information, workplace investigations, medical information, and other sensitive matters.
  • Support employee retention and engagement efforts.
  • Respond professionally and promptly to employee questions and concerns.

Compliance and Records Management

  • Stay current on employment laws, regulations, licensing requirements, and recognized human resources practices.
  • Help ensure the agency's compliance with applicable local, state, and federal employment laws and regulations.
  • Develop, implement, and monitor quality-assurance systems related to personnel files, employee credentials, background screenings, training, and other employment requirements.
  • Maintain complete, accurate, organized, and confidential personnel records in accordance with agency policy, licensing requirements, and legal record-retention standards.
