Summary/Objective

Provide leadership and direction for Budget section within the Administration branch.

Essential Job Duties
  • Mange and motivate staff responsible for, but not limited to, Internal Expenditure Plan, Executive budget, financial reporting, program review and revenue accounting.
  • Develop, forecast, and report cashflow projections of department funds for decision making and budgeting.
  • Analyze, report, and present annual and monthly Financial Summary to the Conservation Commission.
  • Generate reports, charts, graphs, and presentations of the Mid-Year and Year-End Financial reviews and budget recommendations to the Conservation Commission.
  • Track and manage the executive budget through the process of submission, Governor recommendations, Legislative appropriation process, and expenditures.
  • Monitor short-term and long-term financial trends to assure a stable financial position.
  • Oversee financial estimates of fiscal note processes that impact MDC revenues & expenditures.

Education and Experience
  • Bachelor's Degree in Accounting, Business Administration, Economics, or related field.
  • Minimum of eight (8) years of progressively responsible professional experience in management or related areas, three (3) years which must have been in a supervisory and/or administrative capacity.
  • Certified Public Accountant (C.P.A.), Certified Internal Auditor (C.I.A.), or Certified Government Financial Manager (C.G.F.M.) strongly preferred.
Knowledge,

Skills and Abilities

  • Knowledge of Missouri state government and legislative process.
  • Ability to use office equipment, such as copier, phone, fax machine, scanner, and computer.
  • Advanced Finance and Accounting knowledge.
  • Ability to coordinate administrative and management activities to achieve Branch and Department goals.
  • Ability to give overall guidance and direction to the Branch staff to assure their programs are properly carried out in achieving an efficient and productive operation.
  • Ability to evaluate and analyze Branch programs and develop recommendations for improvement.
  • Ability to plan and project future operating needs in regard to buildings, staffing and program changes.
  • Ability to resolve conflicts and work effectively with others.
  • Ability to exercise judgement and initiative in interpreting Department and Branch policies and procedures and in delegating responsibilities.
  • Excellent communication skills, both verbal and written.
  • Ability to establish and maintain an effective working relationship with local, state and federal agency personnel and civic leaders.
  • Ability to establish and maintain an effective working relationship with public, private and parochial educational groups, community leaders, youth leaders, counterparts in other states and Department personnel.
