Job Description

Provides administrative and technical direction for the operation and maintenance of the building. Manages the building engineering staff in conjunction with the Property Manager. Responsible for implementing and tracking company policies and procedures to maintain the asset at the highest level. May be responsible for more than one site.

Responsibilities
  • Audit Operations – Ensure operating personnel are capable of handling tasks, are productive, and are in compliance with OSHA and EPA. Provide training to less qualified staff, enforce proper bid procedures, obtain best prices for commodities, and ensure service contractors perform work properly.
  • Project Management – Define and develop effective project plans that meet cost, schedule, quality, and functionality objectives while complying with business controls.
  • Capital Planning – Prepare an annual capital plan for building systems, structure, parking, grounds, etc., including item descriptions, estimated costs, priorities, schedules, and risk assessments. Provide support to peers in the district as requested.
  • Utility Management – Stay current on energy technology, recommend short‑payback projects for the capital plan, keep abreast of regulations, ensure lowest utility costs, and develop demand‑control programs.
  • Supplier Management – Develop product specifications and supplier sources for materials; select based on lowest life‑cycle cost and existing building grade.
  • Tools/Equipment Inventory – Conduct an annual inventory and provide justification for new or additional tools and equipment.
  • Monthly Reporting – Submit a monthly narrative of activities, highlighting non‑routine events such as major projects, training received, savings achieved, and significant customer service items.
  • Customer Service – Respond to tenant complaints in a timely fashion.
  • Staffing – Participate in the staffing process, provide recommendations for open operations positions, and collaborate with the Building Manager on final candidate selection.
  • After‑Hours Coverage – Ensure an equitable after‑hours program provides adequate technical coverage.
  • Training – Develop a development plan for each operations person and a cross‑training program among staff.
  • Peer Inspections – Coordinate peer inspection data for the sites under responsibility and participate in inspections at other sites.
  • Other Duties – Perform other job duties as assigned.
Other Job Functions
  • Operate boilers, chillers, HVAC fans, UPS system, emergency power, and secondary electrical systems to approved specifications.
  • Train inexperienced mechanical technicians on all mechanical and electrical systems.
  • Schedule shifts to provide coverage while minimizing overtime.
  • Supervise and coordinate tenant fit‑up work and building construction projects.
  • Ensure all maintenance programs achieve 99% reliability for critical equipment and 95% for non‑critical equipment with scheduled preventive maintenance.
  • Maintain compliance with OSHA and all safety and health guidelines, and with all applicable municipal, state and federal codes and regulations.
Operations
  • Promptly report incidents, accidents, and injuries and evaluate their causes, implementing corrective actions.
  • Implement all OSHA requirements and recommend policies for engineering personnel.
  • Maintain current position descriptions and training programs for engineers.
  • Complete performance appraisals and monitor performance of direct reports.
  • Maintain log books and review work orders and preventive maintenance work.
Business Controls & Expense Management
  • Develop business controls for operations and maintenance and prepare an annual operating budget for the Property/Portfolio Manager.
  • Approve engineer personnel timesheets and overtime.
  • Coordinate bidding, pricing, and vendor selection; issue purchase orders and confirm receipt of goods or services.
  • Maintain quality and cost controls, evaluate performance of outside contractors, and provide statistical reporting.
  • Respond promptly to tenant requests and implement programs to address tenant needs.
  • Promote teamwork and support new business acquisition, operations/maintenance reviews, and advice.
