Responsibilities
- Conduct pipeline safety program review and inspection of gas and liquid pipeline systems by traveling to field locations and applying Federal regulations to the facilities, with a specific focus on control room and leak detection system operations and maintenance, while identifying discrepancies or inconsistencies between reported information and actual activities.
- Conduct safety oversight inspections and assist with incident investigations to increase compliance with Federal pipeline safety standards for gas and liquid operators at all types of pipeline facilities, including intrastate and interstate transmission, intrastate distribution, offshore transportation, deep‑water ports, liquefied natural gas, and underground storage.
- Prepare enforcement for regulatory compliance through written documents, verbal communication, record review, and operations observation, requiring judgment on large volumes of data from pipeline operators and identifying significant facts and interrelationships.
- Work in assigned teams and effectively communicate verbally and in writing with individuals at all organizational levels, including the public, Federal sector, pipeline industry, and state and local officials.
- Conduct investigations of pipeline incidents to determine violations of Federal regulations/laws, which involves interviewing witnesses, reviewing hardware and software controls, collecting and evaluating related data, and ensuring corrective actions are taken as necessary.
- Participate in industry and technical conferences, symposiums, meetings, etc., representing the Office of Pipeline Safety as directed.
- U.S. citizenship is required.

- A government contractor‑issued travel card is provided for official business only.
- Position requires a pre‑employment and random drug test under DOT 3910.1D.
- Background security investigation required for appointment;
- Must obtain and retain a valid state driver’s license.
- At least one year of experience equal or equivalent to GS‑12 in conducting safety program reviews, engineering analyses, and evaluations of natural gas or hazardous liquid pipelines and related operational technology systems.
- Experience providing technical determinations and resolving compliance issues from pipeline safety inspections, specifically for control room and leak detection system operation and maintenance.
- Experience working in team settings and implementing collaborative policy decisions.
- Compliance Inspection:
Ability to enforce probable violations, assess civil penalties, issue compliance and corrective orders, act at enforcement hearings, evaluate response material, and recommend final enforcement actions. - Technical Competence:
Skill in ensuring field actions comply with national policies, objectives, and regulations while aligning with environmental, social, and economic goals. - General Engineering:
Knowledge of engineering concepts, principles, and theories and their practical applications.
- Degree in Engineering from an ABET‑accredited program or equivalent coursework covering required engineering sciences.
- Alternative qualifications accepted: professional registration or licensure (EIT, PE), successful passing of FE exam, or equivalent combination of education and experience.
