SUMMARY
The IUP College of Osteopathic Medicine Budget Director reports to the Associate Dean of Operations and, as needed, the Dean, providing executive-level financial leadership for the university’s largest college budget. The position is responsible for overseeing all financial operations of the College, including operating funds, tuition revenue, grants, donations, and other funding sources, while managing existing funding initiatives and evaluating new revenue opportunities and tuition proposals.
The Director also serves as a Budget Analyst, with responsibilities that include personnel and benefits forecasting, reserve balance reporting, utility cost analysis, internal shop rate development, and general operating fund allocations. Additionally, the position conducts special financial analyses and projects for college leadership and serves as the primary financial liaison for the College of Osteopathic Medicine’s finance team.
- Responsible for tracking and projecting all budgets within the college. Maintain and utilize the financial systems to track and forecast multi-year personnel expenditures including base salaries, additional pay, and corresponding benefit expenditures.
- Work closely with the dean’s office regarding faculty/personnel budgeting, estimating and other informational needs.
- Contact for the Research Institute to calculate estimates of IUP personnel for use in research budget proposals.
- Review and prepare all faculty online authorizations and appointments for hiring.
- Prepare projections and comprehensive financial reviews on a regular basis as part of the management of the college’s budget.
- Preparing comparative financial reports, reviewing trends, and forecasting future activity.
- Budget development, budget control, financial and trend analysis, fiscal policy development, cost studies and long-term forecasting.
- Budget and financial reporting for submission to various agencies and trustees.
- Serve as primary budget analyst responsible for monitoring and calculating the college’s ongoing operating expenses
- Ensure that original budgets, transfers, and adjustments are posted in accordance with approved budget, accounting system and accounting guidelines.
- Monitor budget activity using actual accounting information and forecasting tools.
- Monitory college reserves and account balances (actuals vs. projected) on a monthly basis.
- Prepare projections, budget proposals, and reporting as needed for upcoming and ongoing funding opportunities
- Support the development of the team concept by participating in regular meetings and promoting communication.
Monday through Friday 8:00 AM to 4:30 PM
MINIMUM- Bachelor’s degree in Accounting, Finance, and/or Economics
Specialized Training, Program, Licenses or Certificates:
- Background in accounting, economics, and budget management
- 2-3 years’ Accounting and/or Budgeting skills
- 2 years’ Experience with financial information systems
- 2 years’ Higher Education financial experience
