Position Overview
The Operations Manager will act as the Deputy Program Manager for day‑to‑day MACC‑TTE operations, overseeing on‑site operations, maintenance, staff supervision, and direct customer support for all testing, training, and experimentation events at MuTC.
Responsibilities- Oversee day‑to‑day execution of all MACC‑TTE program activities, including operation, maintenance, and incremental development of cyber range capabilities.
- Manage comprehensive MACC‑TTE customer support for all events, from pre‑event planning through after‑action reporting.
- Integrate sponsor and customer requirements into comprehensive management plans, event execution timelines, and resource allocation frameworks.
- Establish responsibilities, control project budgets and schedules, and ensure all program deliverables are met on time and within cost per PWS Sections 3.1 and 3.2.
- Serve as the primary point of contact for sponsors, customers, and external agencies during all normal duty hours at the installation.
- Supervise and direct all on‑site contractor staff in the absence of or in coordination with the Program Manager.
- Support development of program plans, event reports, status briefings, and CDRLs as directed by the Program Manager and Government COR.
- Coordinate with INNG, JFHQ‑IN, and visiting units to deconflict range schedules, resource requirements, and training objectives.
- Administer cyber‑range operations and event management at MuTC, including scheduling, resource coordination, and sponsor intake.
- Utilize OT/IT integration systems, cellular range infrastructure, network monitoring platforms, and support platforms for event scheduling and after‑action documentation.
- Employ Microsoft Project, SharePoint, Teams for program coordination and reporting, and use GFEBS and CHESS for budget tracking and procurement coordination.
- U.S. Citizenship
- Five or more years of experience in cyber range operations, testbed management, or a directly comparable DoD technical operations environment.
- Top Secret Clearance (TS/SCI).
- DoDM 8140.03 IAT Level II baseline certification (e.g., Security+, CCNA‑Security, CySA+, or equivalent) at the time of proposal submission.
- Demonstrated experience managing program budgets, schedules, and multi‑disciplinary technical teams in a DoD environment.
- Working knowledge of OT/IT integration, cellular systems, networking infrastructure, and associated IT management platforms in a cyber‑physical range environment.
- Demonstrated experience integrating sponsor and customer requirements into event support plans, operational concepts, and management documentation.
- Experience serving as the primary customer‑facing point of contact for a DoD program or facility with senior Government and military stakeholders.
- Former Army or ARNG warrant officer or NCO (CW3‑CW5 or E‑8/E‑9) with signal, cyber, or MI background who has transitioned to a contractor range operations or program management role.
- Current or prior contractor Site Operations Manager or Facility Lead supporting a National Guard or Army Reserve cyber range or multi‑domain training environment.
- Former Army Cyber Center of Excellence instructor or operations staff member with direct cyber range management experience.
- Senior technical operations manager from a defense contractor supporting joint training events at JRTC, NTC, or a state‑level ARNG cyber facility.
Schedule:
Monday‑Friday; 8‑5.
