Background
The OSCE Programme Office in Dushanbe in co-operation with the Ministry of Economic Development and Trade is planning to resume the operation of the National Trade Facilitation Committee by providing platforms to convene regular national multi-stakeholder platform meetings with the participation of the representatives of the state institutions, private sector, and development partners. It is envisaged that the meetings will reinforce current co-operation and compliance with WTO requirements, as well as address the challenges related to TFA reforms.
Through a joint and collaborative approach comprised of 17 relevant ministries and agencies, the meetings will also include review of the implementation progress and provide practical advisory platform on simplification of barriers hindering to cross-border trade framework in light of recent introduction and enaction of e-CMR Protocol and e-TIR under the TIR Convention and several other obligations undertaken in view of signing regional agreements and joining to expert group platforms.
Of Assignment
A National ICT consultant in close co-operation with the relevant department of the MEDT and under supervision of Economic and Good Governance Officer at OSCE POiD will be tasked to provide technical assistance in regular update and maintenance of the Tajikistan’s Trade Portal.

Tasks And Responsibilities- Integration of the Trade Portal with the Single Window system. Develop or upgrade a secure API for real-time, two-way data exchange with the Single Window system, including automatic synchronization of document and procedure statuses and data caching to ensure efficient system performance;
- Integration with the Adliya Centralized Legal Information database. Implement integration with the Adliya database to enable automatic updates of foreign trade regulations on the Trade Portal. Configure triggers for new and amended legal acts and ensure automatic linking of relevant documents to applicable portal sections and commodity codes;
- Data Aggregation Module (Tariff and Requirements Information Feed) by developing a dynamic information feed on the Trade Portal to provide up-to-date tariff and trade procedure information through integration with official government sources. Include search, filtering, and user notification functions (email and social media) for updates to tariffs and trade requirements;
- Foreign Trade Analytics Module by HS Codes (BI System). Develop a BI analytics platform to aggregate foreign trade data by HS codes, integrate data from the Statistics Agency and Customs Service, and provide interactive visualizations of export, import, and transit flows by period, country, and product category;
- Intelligent Trade Barrier Reporting Module. Develop an AI-enabled module for reporting trade barriers, with automated issue classification, severity assessment, and retrieval of relevant legal and regulatory references from the Adliya database;
- Ensuring security, adaptability, and localization requirements are met.
Please note that this consultancy position is open only to citizens or permanent residents of Tajikistan and is based on-site in Tajikistan.
Deliverables- A fully integrated Trade Portal with the Single Window system with a secure API additional to automatic synchronization of document and procedure statuses;
- An integrated Adliya Centralized Legal System Information database is operational with the possibility to enable automatic updates for foreign trade regulations on the Trade Portal;
- Developed Data Aggregated Nodule (Tariff and Requirements Information Feed) is considering dynamic information feed on the Trade Portal with inclusion of search, filtering, and user notification functions (email and social media) for updates to tariffs and trade requirements;
- A Foreign Trade Analytics Module by HS Codes (based on BI System) is developed through aggregated foreign trade data from relevant state institutions;
- An Intelligent Trade Barrier Reporting Module is developed for proper reporting trade barriers retrieved from Adliya database;
- Security, adaptability and localization requirements are met.
- Bachelor’s or Master’s degree in Computer Science, Information Systems, Software Engineering, Information and Communication Technologies or related technical field;
- Minimum 5 (five) years of proven professional experience in developing enterprise-scale web systems with API-based integrations;
- Knowledge of data platforms, BI tools, and workflow automation systems;
- Experience in implementing workflow automation systems, including case routing, role-based access control, notifications, and SLA/time tracking;
- Experience in building and maintaining data-driven platforms, including data aggregation, processing, and visualization (BI dashboards);
- Familiarity with AI/NLP, cybersecurity principles, and scalable architectures;
