Background
The OSCE Programme Office in Bishkek (POiB) focuses on a range of security issues, including countering terrorism, border security, human trafficking, corruption at all levels, justice sector reform, election reform, gender equality, and building open and resilient societies.
Main PurposeProvide technical support in the physical safety and security of OSCE officials, personnel, facilities, and assets in Bishkek, liaising with host‑country law enforcement agencies and emergency services, supporting front‑office security functions, and contributing to security information management.
Work RelationshipsThe Security Assistant reports directly to the National Security Officer and collaborates with mission members and external partners, including the United Nations, other international organisations in Bishkek, and host‑country law enforcement and emergency services.
Tasks and Responsibilities- Provide technical support for safety and security of POiB premises and mission members, including liaison with law‑enforcement and emergency services.
- Assist in preparation and review of physical security surveys and SOPs, support the application of standards and guidelines, and provide technical input for security arrangements at events.
- Plan and implement fire prevention and detection programmes, provide guidance on security equipment, and organise training on firefighting and evacuation procedures.
- Support the National Security Officer in gathering and processing security information, monitor the situation, and prepare reports on incidents and trends.
- Coordinate security guards, schedule and supervise shifts, maintain duty shift schedules, and support procurement of security‑related equipment.
- Assist in fact‑finding related to security incidents and contribute to incident reporting.
- Completed secondary education, supplemented by specialised training in security management, police or military.
- Minimum five years of experience in security management, police, military or security forces, preferably in an international organisation.
- Established knowledge of security developments in the host country.
- Ability to conduct independent research and collect information from a variety of sources.
- Practical knowledge of X‑ray machines and surveillance equipment operations is desirable.
- Excellent oral and written communication skills in English and local languages (Russian/Kyrgyz).
- Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities.
- Willingness to work as part of a team with people from diverse cultural, religious, and political backgrounds while maintaining impartiality and objectivity.
- Computer literate with practical experience using Microsoft applications.
Monthly remuneration of €1,132 (social‑security deductions applicable). Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at Step 1 of the OSCE salary scale, with the possibility of an initial appointment at up to Step 3 in exceptional cases.
