About the Indiana Department of Administration Procurement Team:

The IDOA Procurement Team supports and oversees the sourcing and purchasing of commodities and professional services for all Indiana Executive Branch Agencies. We also provide support for the state travel program, credit card purchases, purchase order review and approval, and technical support of People Soft modules related to purchasing and contracting. Though our work is behind the scenes, our results are in the public eye and critical to enabling agencies to accomplish their missions and goals.

Role Overview:

The Procurement Consultant focuses on relationship management and solicits goods and services. You will coordinate all stages of complex sourcing events for multiple executive branch agencies. Critical thinking skills, creativity, organizational skills, and the ability to recognize potential risks are required since you will partner with agencies to find the most innovative and most cost-effective solutions for the State. The ideal candidates will be collaborative, project-focused, and able to learn quickly, manage changing priorities, and work independently with a variety of stakeholders.

This position traditionally starts at an annual salary of $67,314 but may be commensurate with education and job experience.

  • Support and provide oversight for all purchasing and sourcing of commodities and professional services at Executive Branch Agencies.
  • Provide support for travel, credit card purchases, PO review/approval, and related People Soft modules.
  • Source, negotiate, and manage all statewide contracts benefiting multiple state entities.
  • Provide direction, guidance, and assistance to agency staff, vendors, and other stakeholders related to procurement.
  • Resolve problems related to the administration of contracts.
  • Analyze information, prepare a response, and take any necessary action with the vendor, agency, or employee.
  • Serve as liaison between vendors, the agency, and employees.
  • Maintain vendor contacts to investigate discrepancies, exchange information, and resolve issues.
  • Troubleshoot problems related to procurement, including system issues or discrepancies.
  • Provide input on solutions and suggestions for improvements to the administration and execution of contract management, procurement, and supplier performance.
  • Create and interpret complex quantitative and qualitative analyses from hypotheses to synthesis, planning and implementation, and conclusion.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

The ideal candidate in this role should minimally have either:

  • a Master’s Degree and 1+ years of experience in vendor/contract management, supplier performance, sourcing, procurement, or
  • a Bachelor’s Degree and 3+ years of experience in vendor/contract management, supplier performance, sourcing, procurement, or
  • an Associate’s Degree and 5+ years of experience in vendor/contract management, supplier performance, sourcing, procurement, or
  • at least 7+ years of experience applying the below outlined knowledge, skills, and abilities in a similar role.
