Role Overview

Incumbent functions as a supervisor of a team of hydraulic engineers in the Engineering Services Center (Federal) in the Division of Water, Department of Natural Resources. This advanced managerial and technical position provides technical expertise on functions with the National Flood Insurance Program, the floodplain mapping Cooperating Technical Partner program and the Indiana Floodplain Information Portal. The Cooperating Technical Partner (CTP) program that DNR partners with FEMA provides the Division of Water with the ability to encourage mitigation actions by communities based on the floodplain maps.

The salary for this position traditionally starts at $75,010.00 but may be commensurate with education or work experience.

A Day in the Life

The essential functions of this role are as follows:

  • Provide senior-level technical expertise and supervise staff reviewing hydrologic and hydraulic modeling submittals for permit applications.
  • Oversee and approve reviews of construction plans, specifications, design reports, and technical data for hydraulic and water resources engineering projects.
  • Manage and direct all activities related to the Division’s FEMA Cooperating Technical Partner Program, including preparation of Mapping Activity Statements and consultant selections.
  • Supervise the coordination of the Letter of Map Revision review partners program through FEMA, ensuring compliance with FEMA engineering review standards.
  • Advise senior leadership, local officials, and stakeholders on Fluvial Erosion issues, including erosion assessments, solution reviews, and hazard zone mapping.
  • Direct and oversee hydrologic and hydraulic work related to floodplain mapping studies, Floodplain Analysis and Regulatory Assessments (FARAs), floodway permit applications, and dam and levee safety permit applications.
  • Lead field inspections and office meetings related to county drainage projects, ensuring technical accuracy and compliance.
  • Supervise inspections and report development for state-owned high-hazard dams and other critical water infrastructure.
  • Provide guidance to state and non-state dam and levee owners on design standards, maintenance, and safety improvements.
  • Serve as a key decision-maker during emergency conditions involving streams, lakes, dams, and levees.
  • Prepare and approve detailed technical reports, letters, and memos outlining findings and recommendations.
  • Represent the program in public forums, seminars, and professional meetings, ensuring stakeholder engagement and education.
  • Develop, document, and present technical evidence for enforcement activities and compliance actions.
  • Provide expert testimony for legal and legislative initiatives related to hydraulic engineering, floodplain management, and dam safety.
  • Manage human and financial resources, ensuring effective allocation and operational efficiency.
  • Oversee communication with permit applicants to ensure regulatory compliance and process efficiency.
  • Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
