Job Responsibilities

As a Traffic Engineering Project Manager at Civil & Environmental Consultants, Inc. (CEC) in Indianapolis, you will prepare and supervise traffic and transportation engineering projects primarily associated with land development plans for commercial, institutional, and energy clients. You will handle traffic data collection, detailed traffic analysis, and the preparation of formal transportation studies. You will also assist in the preparation and oversight of Highway Occupancy Permit Plans required for access to State and local roadways, completing all necessary forms and documentation to obtain permits.

Your work will involve interacting with clients, contractors, and local government officials throughout all project phases—from conceptual and design through regulatory review, bidding, construction, and project completion. While most time is spent in the office, field work will be required on selected projects.

Qualifications & Requirements
  • B.S. in Civil Engineering or equivalent experience
  • P.E. Certification
  • 10+ years of progressive engineering experience focusing on traffic and transportation engineering
  • Experience in project management and staff supervision
  • Traffic engineering experience, including data collection, analysis, report preparation (with a focus on Transportation Impact Studies), and preparation of Highway Occupancy Permit Plans
  • Proficiency in traffic engineering software such as Highway Capacity Software (HCS) and Synchro/Sim Traffic
  • Strong written and verbal communication skills
  • P.T.O.E. certification
  • Experience working on projects for developers, architects, commercial, big‑box retail, and industrial clients
  • Proficiency in computer drafting software such as AutoCAD, Micro Station, and/or In Roads
