Civil Engineer/Floodplain Manager - Indianapolis Area, IN Job Responsibilities
- Manage and oversee the design and delivery of civil engineering projects for municipal clients, including roadway, drainage, water, wastewater, and site development.
- Responsible for Floodplain plan review, inspections, and audits from project inception through completion for compliance with the FEMA Floodplain regulations, as well as other Local Ordinances, State Statutes and Federal Regulations.
- Prepare, review, and approve design plans, specifications, and cost estimates.
- Assemble, analyze, and interpret FEMA regulations, National Flood Insurance Program (NFIP), Flood Insurance Rate Maps (FIRM), Elevation Certificates, Flood Resistant Design and Construction (ASCE‑24) regulations and local and county ordinances.
- Consult and regularly interact with architects, engineers, homeowners, contractors and/or developers and associated staff members regarding projects.
- Provide technical direction and assistance to inspection personnel relating to floodplain field problems.
- Assesses, reviews, and interprets construction plans; monitor the impact of change orders that may affect finish floor elevation requirements.
- May be required to perform inspections on an as‑needed basis, providing floodplain interpretation of codes in the field.
- Manage and maintain long‑term records.
- Assess, review, and interpret construction plans in electronic format; monitor the impact of change orders that may affect finish floor elevation requirements.
- Perform related work as required.
- Extensive knowledge of the National Flood Insurance Program (NFIP), FEMA regulations, Flood Insurance Rate Maps (FIRM), Community Rating System (CRS), building codes and current construction procedures/technology.
- Possess the ability to positively interact with other staff members, the public, contractors, governmental agencies, and other clientele.
- Excellent verbal and written communication.
- Strong time‑management, organization, and attention to detail.
- Demonstrated ability to exercise initiative and a considerable amount of independent judgment.
- Ability to prepare written plan‑review correspondence and update information into company software programs.
- Handle multiple projects in a fast‑paced atmosphere.
- Strong computer skills including Microsoft Office.
- Indiana Professional Engineer license required.
- Certified Floodplain Manager (CFM) certification required.
- Certified Erosion, Sediment and Stormwater Inspector (CESSWI), CISEC, or CPESC credentials from Enviro Cert International, Inc or the NPDES Institute MS4
CECI preferred. - 3‑5 years combined experience in plan review, FEMA regulations, National Flood Insurance Program (NFIP), Flood Insurance Rate Maps (FIRM), Elevation Certificates.
- Supervisory experience preferred.
- Retains certification through mandatory continuing education programs.
- High school diploma or equivalent.
