Civil Engineer/Floodplain Manager - Indianapolis Area, IN
We are seeking a talented and experienced Civil Engineer/Floodplain Manager to join our team. This role offers an opportunity to work on diverse civil engineering projects and play a key role in floodplain management.
Responsibilities- Manage and oversee design and delivery of municipal civil engineering projects, including roadway, drainage, water, wastewater, and site development.
- Conduct floodplain plan review, inspections, and audits from project inception through completion to ensure compliance with FEMA Floodplain regulations, local ordinances, state statutes, and federal regulations.
- Prepare, review, and approve design plans, specifications, and cost estimates.
- Analyze and interpret FEMA regulations, NFIP, FIRM, Elevation Certificates, ASCE‑24, and local/ county ordinances.
- Consult and regularly interact with architects, engineers, homeowners, contractors, developers, and associated staff regarding projects.
- Provide technical direction and assistance to inspection personnel on floodplain field issues.
- Assess and interpret construction plans, monitor change orders that may affect finish‑floor elevation requirements.
- Perform inspections in the field as needed and provide floodplain code interpretation.
- Manage and maintain long‑term records.
- Perform related work as required.
- Extensive knowledge of NFIP, FEMA regulations, FIRM, CRS, building codes, and current construction procedures/technology.
- Demonstrated ability to interact positively with staff, public, contractors, governmental agencies, and clientele.
- Excellent verbal and written communication skills.
- Strong time management, organization, and attention to detail.
- Ability to exercise independent judgment and initiative.
- Proficiency in preparing written plan review correspondence and updating information in company software.
- Capability to handle multiple projects in a fast‑paced environment.
- Indiana Professional Engineer license required.
- Credibility in CESSWI, CISEC, or CPESC (Enviro Cert) or MS4
CECI (NPDES Institute) preferred. - 3–5 years combined experience in floodplain plan review, NFIP, FIRM, and elevation certificates.
- Supervisory experience preferred.
- Maintain certifications through mandatory continuing education.
- High school diploma or equivalent.
