Overview
This position is responsible for exercising engineering expertise while providing professional knowledge pertaining to the critical operational functions in the Engineering Division. Incumbent requires a high degree of initiative and independent judgement. Critical and often times swift decisions will have to be made without the guidance or benefit of direct supervision. Decisions can impact the City of Indianapolis, City officials and policies.
Position reports to Program Manager.
- Plan and scope proposed public improvement projects, including data collection, meeting with residents, community stakeholders, elected officials, and other City agencies during the scoping process.
- Investigate and create design solution alternatives, estimate their cost, and recommend a preferred alternative.
- Inspects construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, storm, and wastewater projects in accordance with plans and specifications.
- Consults work in progress and resolves all problems to ensure project is successfully completed.
- Trains other DPW employees and serves as the only inspector on a construction project.
- Assists in overseeing construction inspection activities for large and complex projects within the City.
- Work requires contact with contractors.
- Must maintain confidentiality at all times.
High School Diploma or equivalent with three (3) years’ experience in transportation design, construction inspection, or project management. Extensive knowledge of Federal, State, and City codes, policies, and ordinances as they relate to transportation, traffic, storm and/or wastewater management is required. Must possess a working knowledge of civil engineering terminology and fundamentals in interpreting specifications and construction documents. Must be able to perform calculations to include material and labor estimates, expenses, technical survey data and engineering calculations using algebra, trigonometry, and geometry.
Ability to communicate effectively with contractors, consultant, and City personnel. Requires thorough knowledge of methods for reviewing plans and specifications for compliance with requirements. Requires considerable knowledge of the Indiana Manual on Uniform Traffic Control Devices. Must have a valid driver’s license.
Job Requirements And Qualifications
Bachelor’s Degree in Engineering or related technical field preferred. Successful completion of INDOT construction management and supervision courses and/or APWA construction management courses is desired.
