The incumbent is responsible for total fiscal management of an assigned customer group/service line. This includes the planning, development, organization and administration of all budgeting and accounting responsibilities within the group for the IDOE Finance central office. The incumbent independently controls unit workflow and processes and is responsible for the attainment of the assigned customer group objectives in conformity with the agency's Mission and Vision, as well as the Mission, Vision, and objectives of the Finance Division of working efficiently, accurately and with anticipation of pending financial issues.
Incumbent provides intensive training to personnel to empower independent action and decision‑making. The incumbent advises the Appointing Authority, CFO, Deputy CFOs and other managers on all matters about agency fiscal management and accounting, including the development of overall agency fiscal policy and programs. General objectives and boundaries are planned with the CFO and Deputy CFOs. The incumbent will assist the CFO and Deputy CFOs to scrutinize and effectively resolve non‑routine decisions and problems having an impact on existing policy or program.
Statement
The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.
A Day in the LifeThe essential functions of this role are as follows:
- Maintain the accounting management of federal and state accounts.
- Assist in the preparation of the agency’s biennial budget submissions and annual spending plans by providing historical financial data and analytical input.
- Review and analyze monthly financial statements for each division and account and advise the agency Director, Division Directors, and Program Managers on the status of all assigned accounts.
- Advise and or assist Managers and Directors in preparation of annual federal grant applications by providing meaningful financial input, including alternative funding options, input on spending and budgeting and advising them of federal rules and regulations.
- Ensure the agency’s financial management system reconciles with the Auditor's records on a monthly basis.
- Monitor the agency’s procurement activities, including everything from major expenditures to office supplies.
- Research difficult accounting issues using resources such as the Indiana Code, Code of Federal Regulations, and various governmental accounting manuals.
- Ensure that all accounts are closed at the appropriate fiscal year end and that federal funds are allocated within specific time frames.
