Role Overview:
As a Senior Program Accountant you are responsible for core accounting functions, including recording incoming check deposits and online payments. They manage assigned federal programs by processing payments, supporting monthly reconciliations, and assisting with required reporting.
Some of the responsibilities include:
- Accountable for meeting goals/assignments, take appropriate steps when problems occur.
- Attend trainings and certification courses assigned by leadership.
- Provide insight into how budgets for various awards should be drawn down into IHCDA cash bank accounts.
- Work with program staff for various federal and state programs to assist with budget setup and drawdowns.
- Provide IHCDA staff with financial performance of programs.
- Perform responsibilities efficiently and timely.
- Ability to read and understand general ledgers.
- Strong foundational math skills.
- Strong problem‑solving and coordination skills with the ability to resolve issues in a timely and collaborative manner.
- Takes initiative and needs little supervision.
- Ability to coach program accountants in projects or training.
- Able to think logically and analytically.
- Ability to prioritize and organize tasks/time and meet deadlines under pressure.

The salary for this position traditionally starts at $60,000.00 but may be commensurate with education and work experience. Use our Compensation Calculator to view the total compensation package.
A Day in the Life:- Provide collaboration in all areas, including customer service, and professionalism.
- Serve as a department subject matter expert for Program Accounting systems, providing support, training, and troubleshooting to new and existing staff.
- Document and record cash transactions, as well as maintain, for certain programs, supplemental electronic and physical support for transaction tracking, audit verification and internal/external reporting.
- Effectively perform functions of reviewing and payment of claims, trial balance analysis, checkbook balancing, journal entries for necessary entries, training, cross training into other programs evaluating performance, according to IHCDA/ GASB-GAAP practices.
- Willing to assist other Program Accountants on the team and help streamline the Program Accounting department and its process.
- Coordinate and participate in projects for the enhancement and improvement of IHCDA’s Grants Management System.
- Demonstrate strong programmatic and accounting skills, initiative and a good understanding of Federal programs administered.
- Maintains IHCDA systems and spreadsheets related to the accurate record keeping and organization of information contained in Federal online draw systems such as IDIS, Eloccs, and PMS systems.
- Create and update procedure manual for processing transactions.
- Research regulatory and programmatic issues as needed.
- Actively participates in the various Continuous Improvement activities at IHCDA.

What You'll Need for Success:- Bachelor’s degree in Accounting or Finance required
- 4+ years of experience in accounts payable, trial balance reconciliation, and journal entry preparation.
- Experience with accounts payable and accounts receivable software required. Prefer experience with Microsoft Dynamics GP.
- Demonstrates exceptional customer service behavior and positive attitude.
- Experience with Federal and State Grants Management and draw systems.
- Experience with Federal and State Grant Accounting and Budgeting on both the programmatic side and accounting side.
- Knowledge and familiarity with relevant laws, regulations, policies and procedures in the state & federal grants environment.
- Analyze budget plans to ensure funds sent down efficiently and in‑line with terms and agreement of grant agreements and contracts.
