This position serves as a Project Finance Specialist for the Indiana Department of Transportation (INDOT) in the Project Finance Division and is responsible for maintaining the integrity of a system of apportionments, i.e., allocation of federal funds over $1 Billion annually for state and local projects/activities, along with over $3 Billion in state funding spanning over multiyear funding set ups by Congress and the State.
Federal funds are apportioned to the States based on a formula while state funds are identified through legislative efforts through fuel taxes and other sources relevant to highway system use. The employee is responsible for developing and maintaining processes concerning individual federal, state, and local program budgets including the determination of priorities to ensure maximum efficiency of the utilization of federal funds specific to a project and projects in prior and current transportation Acts including clarification of directives and guidelines.
This position reports directly to the Project Funding Supervisor.
Essential Duties/Responsibilities- Defines and identifies federal funding allocations to be applied to eligible state and local federal aid projects
- Defines and applies state and local funding allocations based upon project classification
- Ensures all projects are reviewed for federal eligibility and applies federal funds based upon prescribed percentages
- Creates and runs large‑scale reports from People Soft/Encompass and from the Federal Management Information System (FMIS)
- Performs fiscal analysis on funding requests and related material for compliance with established guidelines
- Verifies and makes appropriate adjustments for weekly federal reimbursement requests to the Federal Highway Administration; reimbursements typically range from $5M to $75M
- Regular and frequent consultation with Project Finance staff with regard to operational matters and business practices to ensure financial practices are in compliance with state and federal policies and procedures to support the agency’s capital program
- Ensures federal program eligibility when identifying federal participation and subsequent reimbursement
- Follows and ensures adherence to internal financial controls and reporting that promote consistent processes and procedures in Project Finance
- Performs related duties as assigned
This position is with INDOT's Central Office.
