Job SummaryThe Financial Analyst serves as the analytical review and knowledge base to support IDOH and program directors, ensuring proper financial requirements, spend, reporting, draws, rebates activities of each grant. They provide critical oversight and risk‑management review of financial activity, working with accounting teams and deputy controllers to manage budget controls, procurement, accounting, contracting and revenue collection posted to the state financial system.
The analyst is the direct contact for program directors, partnering to ensure success in managing grants, timelines, and expertise in budgetary constraints and federal grant requirements. They oversee state financial system setup and controls as directed by federal grant mandates and state policy.
Additional Responsibilities- Execute project set‑up requirements, and budget, grant and contract amendments, renewals and submissions.
- Provide guidance to program directors through review and understanding of expectations for each grant and activity projected.
- Apply accounting procedures, post grant activities to the general ledger, transfer or correct journals, and post wires and deposits.
- Implement reporting and reconciliation procedures for risk management, program support, and federal grant requirements.
- Ensure accounting standards compliance, review and report on grants.
- Apply critical thinking to timing expectations, grant percentage requirements with expenses, vendor contracts, rebates, wires, revenue, invoicing and payments.
- Communicate and intervene to represent and support the programs.
