The Indiana Department Of Revenue (DOR)

The Indiana Department of Revenue team is comprised of over 700 staff that are located in 13 locations across the state of Indiana. We work collaboratively with the Indiana Governor's office, the General Assembly, state agencies, individuals, business owners, corporations, tax practitioners, and a variety of tax program participants to administer Indiana's tax laws. DOR administers over 65 tax types and annually processes nearly $21 billion of tax revenue.

Role Overview

The Budget Analyst & Federal Grant Manager (Controller E6) provides high-level financial consulting, advanced budget analysis, and full lifecycle federal grant management for the agency. The position ensures assigned areas remain within approved budgets, evaluates fiscal trends, oversees federal grant compliance, and delivers value added analysis to improve operations and support executive decision making. The role requires significant independent judgment and expertise in state and federal fiscal processes, financial systems, and regulatory requirements.

A Day In The Life

The essential functions of this role are as follows:

  • Manage federal grant funds, including federal draw billing, budget setup, monitoring, and compliance activities.
  • Prepare required federal financial reports. (e.g., OSCE 396)
  • Ensure compliant, accurate, and timely fiscal administration of federal grants consistent with regulatory and audit requirements.
  • Serve as the primary agency oversight lead for the Public Assistance Cost Allocation Plan (PACAP) and annual federal planning updates, ensuring accurate cost-benefit methodologies and maximize federal reimbursement.
  • Serve as a primary point of contact for divisional or program budget matters, providing consultation and guidance to senior leadership.
  • Maintain project budgets and funding sources within People Soft Financials.
  • Approve financial transactions including procurements, hiring requests, and grant related expenditures.
  • Track onboarding/offboarding activity and prepare budget impact statements for personnel changes.
  • Partner with Accounts Payable, HR, Payroll, Procurement, & Senior Leadership to ensure expenses, projected expenses, and encumbrances align with the budget.
  • Engage with internal and external customers to determine information needs and develop actionable plans
  • Perform analysis of operations, fiscal trends, contracts, and proposed programs; develop and execute recommendations for improvements.
  • Communicate financial and grant information clearly to non financial audiences, including senior leadership.
  • Act as primary backup to the Director, assisting with agency-wide financial management, procurement administration, and executive decision support.
