The Senior Fiscal Monitor serves as Program Administration & Oversight Compliance Team's senior level fiscal subject matter expert whose primary responsibilities include designing, planning, coordinating and performing fiscal and administrative monitoring and resolution functions, and examining the safety, soundness, and level of compliance of DWD funded-workforce development partners. The work involves applying a broad knowledge of federal, state and local regulations and policies, broad knowledge of DWD and regional programs and administrative operations, specialized knowledge of cost and fund accounting for monitoring federal and state grants, current auditing and monitoring techniques, effective interpersonal and communication skills, research and analysis skills, report compilation and presentation skills, to conduct compliance reviews of grantees and subgrantees, analyze results and formulate recommendations to leadership as necessary, actively participate in report compilation and distribution, work cooperatively with various workforce development partners to resolve issues of noncompliance, and maintain the Compliance Team's monitoring work papers.
The incumbent serves in a highly responsible administrative and advisory capacity, providing subject matter expertise and being a consultative resource to both agency and workforce development partner executive leadership. The work is broad in scope and involves all phases of executing the federally-mandated fiscal and administrative monitoring and resolution functions on behalf of the agency. The position reports to the Workforce Governance and Administration Analyst.
The salary for this position traditionally starts at $53,222.00, but may be commensurate with education or work experience.
A Day in the Life- Conduct fiscal and administrative desktop and on-site compliance reviews as required by federal regulations, and serve as liaison and subject matter expert for internal and external workforce development partners on related fiscal and administrative matters. Examine various records, documents, policies, practices, and management information systems to identify inherent risks and determine adequacy of internal controls and compliance with applicable federal, state and local regulations, and then make recommendations and decisions accordingly.
- Review, analyze and test adequacy of internal controls and safeguards, accounting and fiscal management processes and procedures and systems, contracting criteria and methodology, cash disbursements, staffing and payroll processes, procurement and RFP processes, asset management processes, and subrecipient monitoring processes for the protection of federal and state funds. Perform risk assessments, and review and analyze structure, functions and activities of Local Workforce Development Areas.
