Position: Incentives Compliance Coordinator
Location: Indianapolis

Overview

This position is responsible for reviewing required documentation, draw requests and overall compliance for all projects receiving economic and development incentives from the real estate and economic incentives teams. This position will need to have a working knowledge of various incentive programs, such as payment in lieu of taxes, tax increment financing, DMD land banking and disposition, and other tools designed to create housing and economic opportunities.

Works in collaboration with other DMD employees, developers, and non‑profit organizations to ensure compliance requirements such as job creation/retention, housing units developed, housing standards, monitoring of partner organizations and other compliance with Tax Increment Financing disbursement requests are met. These requirements are related to programs that promote economic development, develop affordable housing opportunities, and contribute to Indianapolis neighborhood revitalization and community development.

This position reports to the Principal Program Manager – Incentives Compliance.

Position Responsibilities

Key Responsibilities
  • Monitors compliance of recipients of economic incentives by performing annual surveys, on‑site inspections and evaluating compliance forms.
  • Performs on‑site monitoring of project sites and project files to ensure compliance requirements are met.
  • Reviews non‑compliant items with Incentives Compliance Team and issues written letters of non‑compliance to owners, developers, community partners, etc.
  • Tracks non‑compliant items and properly documents corrective actions and resolution.
  • Investigates issues of non‑compliance and works with the company to resolve those issues.
  • Implements written guidelines and procedures to ensure federal, local and contract compliance.
  • Develops and maintains professional relationships with developers, non‑profit organizations, community development corporations, federal agencies and other city and county agencies.
  • Completes compliance reports and implements policies and procedures for TIF‑funded projects, PILOTS, land banking and other incentive programs.
  • Monitors economic development contracts and works to process payments in coordination with the CFO/COO and the Administrator‑Economic Incentives in accordance with contract language.
  • Reviews all incentive agreements and documents compliance obligations.
  • Assures compliance with federal and city policies, laws and regulations. Follows all safety procedures as described in the Employee Safety Handbook.

Qualifications Minimum

Job Requirements and Qualifications

Bachelor’s Degree in Public Administration, Real Estate, Business Management or related field from an accredited college or university, with a minimum of one (1) year of direct work experience in a related field.
