The Policy and Procedure Analyst for Outdoor Advertising (OA) at INDOT oversees the Outdoor Advertising Program throughout Indiana, including one position in the Central Office and 47 staff its 6 District Offices. Responsibilities include directing policy and procedural development, managing contracts, leading research initiatives, and representing INDOT on national organizations (i.e. Association of State and Local Transportation Agencies) and OA Transportation Research Board on research projects to ensure compliance with the Federal Highway Beautification Act and related regulations.
The position is crucial as 10% of INDOT's federal funding depends on effective OA control, potentially amounting to a loss of $100 million if not met. Collaborating closely with the Indiana and HQ Federal Highway Administration, the Assistant Director serves as INDOT's liaison with the Attorney General's Office for OA litigation and coordinates with various departments to develop policies impacting OA control.
Additionally, they are responsible for writing and updating Indiana's OA regulations, handling legislative inquiries and spearheading special projects aimed at enhancing outdoor advertising control in Indiana.
The salary for this position traditionally starts at $67,314.00 but may be commensurate with education or work experience.
A Day in the LifeThe essential functions of this role are as follows:
- Research and oversee analysis of the efficiency and effectiveness of existing and proposed programs and policies of the agency.
- Make and review recommendations on the potential alternatives to fix the procedural inefficiencies and process duplication among and between programs.
- Use process improvement to facilitate the collection and analysis of information to assist management identify and plan business process changes for short and long-term strategic goals.
- Review and evaluate new or improved practices for application to agency programs or operations.
- Perform analyses of business issues, prepares project reports, and develop proposals to implement changes in program processes and procedure.
- Provide recommendations to Agency Leadership regarding multi-dimensional issues impacting program processes and procedure.
- Monitor proposed or pending changes in federal programs, laws, rules, regulations, eligibility criteria, etc., in terms of the potential impact on programs, rules, laws, and policies. recommends appropriate response and/or action.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

You must meet the following requirements to be considered for employment:
- Bachelor’s Degree in Business Administration, Economics, Public Administration, or related fields.
- Eight (8) years of work experience in business administration, economics, program design, public administration, public policy, statistical analysis, or a related field.
- Broad knowledge of program research design, data and information collection and analysis or statistical analysis.
- Broad knowledge of agency programs and their interaction and overlaps.
