Location: Indianapolis

This position is responsible for working with development partners using community development incentives to implement catalytic community and development projects. Provide insight and recommendations on policy development in order to align with federal, state and local programs, further DMD’s mission and vision of a thriving city. The position will work to leverage resources and ensure projects and programs are implemented efficiently and in compliance with federal and local laws, regulations and guidelines.

This position will work collaboratively with other city departments, other units of government, community partners and elected officials.

Key Responsibilities
  • Provides input and recommendations on policy development and strategic initiatives in partnership with the Principal Program Manager – Community Development (PPM-CD).
  • Implements and reinforces written guidelines and procedures to ensure federal and local compliance.
  • Develops and maintains strong relationships with developers, non-profit organizations, community development corporations, federal agencies, and other city and county agencies.
  • Works on multiple projects of average to high complexity as assigned by the PPM-CD.
  • Coordinates the day-to-day operations of the New Markets Tax Credits (NMTC) program including future applications preparation and submission, allocation deployment processes, review and processing of vendor invoices, and maintaining marketing and communications materials.
  • Serves as primary staff for the NMTC governing board and advisory board, community groups, stakeholders, economic development professionals, and developers to provide communication around the city’s deployment of the NMTC, in partnership with the PPM-CD.
  • Serves as first point of contact for developers seeking City support for affordable housing development projects by submitting Affordable Housing Pipeline intake forms.
  • Schedules developers to present their proposed projects to the Affordable Housing Pipeline Committee and communicate feedback following presentations.
  • Establishes and implements policies, procedures, and application materials for the Payment In Lieu of Taxes (PILOT) affordable housing program, under the guidance of the PPM-CD.
  • Evaluates PILOT applications and communicates feedback and follow up questions to developers, as advised by the PPM-CD.
  • Coordinates negotiations with developers to craft community benefits agreements that align with program goals and priorities, under the guidance of the PPM-CD.
  • Supports Council legislative process for PILOT projects, including ensuring deadlines for ordinance submission and PILOT documentation are met.
  • Supports City deployment of federal, state, and local grant opportunities, including American Rescue Plan Act and READI funds.
  • Assures compliance with federal and City policies, laws, and regulations. Follows all safety procedures as described in the Employee Safety Handbook.
