We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance;
monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.

Role OverviewAre you passionate about protecting air quality and ensuring environmental compliance? We’re seeking a detail-driven and mission-focused professional to join our regulatory enforcement team as an enforcement case manager in the Office of Air Quality. In this role, you will investigate referred air quality violations, manage enforcement actions, and collaborate with legal, technical, and community stakeholders to uphold environmental standards. You’ll be at the forefront of safeguarding public health and the environment by ensuring that industries and facilities operate within the bounds of federal and state air regulations.
This position demands a sharp analytical mind, strong communication skills, and a commitment to justice and transparency.
- Regulatory Knowledge & Compliance Analysis:
Basic understanding of Clean Air Act provisions, permitting requirements, and Indiana environmental rules. Ability to read through complex environmental regulations and apply them using your engineering knowledge and experience to real-world equipment and cases. - Case Management & Investigative
Skills:
Job will require managing enforcement cases from initiation to resolution, including evidence gathering, documentation, and coordination with legal teams. - Stakeholder Communication & Negotiation:
Strong written and verbal communication skills to engage with regulated entities, legal counsel, and representatives of the regulated community are expected along with the ability to negotiate settlements and present findings clearly and persuasively.
This position requires a valid IN driver's license.

A Day in the LifeThe essential functions of this role are as follows:
- Plan Review:
Perform detailed technical engineering reviews and specifications of facilities and conduct on-site inspections to ensure that they meet State of Indiana's standard guidelines. - Permit Review:
Conduct permit reviews including review of permit application documents, plans, specifications, design summaries and evaluating the compliance history. - Surveys/Inspection:
Conduct surveys, special problem investigations and inspections to collect data, collect samples for lab analysis, prepare reports for administrative and/or regulatory action and may testify at hearings and in court. - Technical Assistance:
Technically review plans and specifications with emphasis on identifying deficiencies and potential problems and recommending sound alternatives. - Enforcement:
Ensure facilities comply with safety requirements, advise enforcement staff on technical issues, prepare or review enforcement documents; attend hearings, prehearing conferences, and preparatory meetings; and testify as an expert witness at hearings or in court. - Customer Service:
Provide prompt responses back to the general public, consultants, contractors, government officials, permit applicants.
