Officeof Indiana State Comptroller:
The State Comptroller’s office has four main areas — Accounts Payable, Accounting and Reporting, Local Government, and Payroll. Each of these departments plays a crucial role in the functionality of state government. From paying state employees to balancing the state’s checkbook to working with local units and developing year-end financial reports, these departments and the employees within them are dedicated to accurate and transparent accounting on behalf of Hoosiers across the state.
Role Overview :Incumbent serves as Local Government Specialist (“Specialist”) for the Office of State Comptroller (“Comptroller”). The Specialist is the Comptroller’s primary point of contact with local government. They will support county government officials during the semiannual property tax settlement process. They will work closely with other local government stakeholders like the Department of Local Government Finance, State Board of Accounts, Bureau of Motor Vehicles, Department of Revenue, Association of Indiana Counties, and Accelerate Indiana Municipalities.
They will be responsible for initiating and managing dozens of State collected taxes distributed to local government and documentation and daily receipt of locally collected tax remitted to the State.
- Coordinate and manage the semiannual settlement process (IC 6-1.1-22.5)
- Prepare and initiate various weekly, monthly, and semiannual tax distributions to local government including MVH, LRS, and Riverboat Revenue Sharing and journal entries related to the distributions
- Review, process, and track various monthly and semiannual tax remittances from local government including fines and fees, judges’ supplemental wages, court cost remittances
- Constant communication and support of local government officials on a variety of tax and procedures questions and calculations
- Assist the Comptroller and General Counsel with legislative matters relating to local government
- Present policy and procedural updates and priorities on behalf of the Comptroller at SBOA conferences and meetings
- Update existing and create written SOPs for daily responsibilities
- Support large scale office wide priorities like the Local Fund Number Consolidation and Electronic Settlement initiative.
- Daily ledger integrity checks
- Weekly interunit/interfund cash reconciliation
- Monthly cash and cash clearing reconciliations with Treasurer of State
- Participation in the collection of 1098F data collection and reporting
- Aid the Asset Management team with monthly lease management
- Must be detailed oriented, extremely organized, and able to manage multiple concurrent responsibilities throughout the year
- Ability to multi-task, prioritize work, and set and achieve individual goals
- Exemplary verbal and written communication skills
- Must be proficient with Microsoft Office products
- Excellent problem solving skills
- Ability to understand material such as detailed forms, standard memos, or letters
- The level of knowledge and ability required includes a full range of generally accepted and commonly used principles, theories, methodology, and precedents
