About the Department of Natural Resources (DNR):

The Indiana Department of Natural Resources protects, enhances, preserves, and wisely uses natural, cultural, and recreational resources for the benefit of Indiana’s citizens through professional leadership, management, and education. The Indiana Division of Historic Preservation and Archaeology promotes the conservation of Indiana’s cultural resources through public education efforts, financial incentives including several grant and tax credit programs, and the administration of state and federally mandated legislation.

Role Overview:

The Team Lead for Historic Structures Review serves as the senior reviewer for complex transportation and infrastructure projects and frequently addresses technical and procedural questions from government officials, staff, and the public. The role conducts regulatory reviews of FHWA and INDOT projects under Section 106 of the National Historic Preservation Act, the National Environmental Policy Act, and Sections 14, 16, and 18 of IC 14‑21‑1.

The Team Lead works with stakeholders to identify, assess, and mitigate the effects of federal and state actions on historic and cultural properties. Additional responsibilities include education and outreach, training new reviewers, and mentoring Historic Structures Review staff by providing advanced technical guidance. Successful applicants will have experience in architectural history, transportation or infrastructure projects, and Section 106 compliance, and must meet the Secretary of the Interior’s professional qualifications.

Role Responsibilities:

• Reviews environmental and permit application submissions as required by federal and state law for actions affecting historic properties.
• Analyzes historical or architectural significance of properties and the effects of transportation projects.
• Consult with federal and state agencies, nonprofits, and others to lessen or mitigate adverse effects on historic properties; and draft or assist in drafting memorandum of agreement documents to resolve effects.
• Respond to technical and procedural questions from government officials, staff members, and the public.

Role Requirements:

Bachelor’s or Graduate degree in historic preservation, architectural history, public history, preservation law, or a closely related field.

Extensive knowledge and experience with regulatory compliance for transportation and infrastructure projects.

Three (3) or more years of experience with project planning, studies, and/or review of Department of Transportation (Use the "Apply for this Job" box below). knowledge of state and federal laws and regulations related to historic preservation, including Section 106 of the National Historic Preservation Act and Indiana Code 14‑21‑1.

Ability to use SHAARD database of information on historical, architectural, and archaeological resources in Indiana and familiarity using GIS systems.

The essential functions of this role are as follows:

• Interprets laws, regulations and guidelines for assigned environmental program areas.
• Develops and modifies existing state programs to adapt to changes in federal or state legislation-mandated policy changes.
• Coordinates review of environmental projects and/or program area to meet program needs and objectives.
• Maintains a tracking system to ensure that projects are currently working through the appropriate program processes in acceptable time frames.
