Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance;

monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.

Role Overview:

The Compliance Data Director role is a critical member of the Compliance Data Section within the Office of Water Quality (OWQ) at the Indiana Department of Environmental Management (IDEM). The position is essential for the effective operation and oversight of Indiana s NPDES compliance program, directly responsible for entering, modifying, and maintaining permit and inspection information in EPA s Integrated Compliance Information System (ICIS).

This ensures the accuracy and integrity of statewide compliance data, supporting regulatory accountability and safeguarding Indiana s waters.

Key Projects, Programs, and Tasks:

  • Responsible for documenting and evaluating municipal, industrial, mixed-ownership, and state-run wastewater facilities in ICIS. Activities include reviewing data and reports submitted by permit holders, assisting officials with enrollment in online systems, and participating in compliance review and investigation activities.
  • Conducts quality assurance and quality control reviews of Monthly Reporting Outputs (MROs), Monthly Monitoring Reports (MMRs), and Discharge Monitoring Reports (DMRs), identifying irregularities and communicating with operators to correct errors.
  • Enters, updates, and maintains permit and inspection information in ICIS, NetDMR, CDX, and other state/federal databases. Generates both custom and standard reports for staff and external stakeholders.
  • Coordinates with internal staff, federal partners, regulated facilities, and external customers. Attends meetings, researches issues, and supports communication between IDEM and regulated facilities.

  • Proficiency with ICIS, NetDMR, CDX, ECHO, VFC, and related systems; ability to analyze environmental data and prepare compliance determinations.

    Strong understanding of federal and state water quality regulations, including the Clean Water Act, Indiana Code, and NPDES permit requirements.
  • Ability to interpret permits and adapt to changing regulatory requirements.
  • Effective verbal and written communication skills; ability to engage internal staff, facility representatives, and the public professionally.

A Day in the Life:

The essential functions of this role are as follows:

  • Monitor key performance indicators to ensure program effectiveness.
  • Assist in developing, updating, and monitoring all policies and procedures related to the program area.
  • Answer customer questions about program policies and procedures.
  • Act as technical consultant to stakeholders to clarify and interpret policies and procedures.
  • Prepare and disseminate monthly and annual program reports.
  • Review the budget and program assets are allocated appropriately.
  • Monitor compliance and make recommendations to the program to increase efficiencies.
  • Prepare training materials and train agency employees on program requirements and usage.
  • Deliver communication plans and communications.
  • Serve as a liaison between agency and other state and federal agencies.
