SUMMARY

The Evaluation Director is a grant funded position responsible for leading the evaluation strategy and data quality for the RHTP grant, ensuring accurate outcome monitoring and supporting timely, compliant reporting to the Indiana Department of Health (IDOH). This position designs and maintains the grant's evaluation framework, oversees data collection fidelity across program sites, and translates findings into actionable insight for program, coalition, and marketing teams.

RESPONSIBILITIES,

ESSENTIAL FUNCTIONS & KEY DELIVERABLES Evaluation Design & Oversight
  • Design and maintain the grant's evaluation framework and logic model, aligned to deliverables and milestones in the IDOH statement of work.
  • Oversee accurate data collection, record-keeping, and outcome monitoring across all program sites to measure statewide program impact and fidelity.
  • Guide and facilitate evaluation activities across the life of the grant in partnership with the State Director of Rural Health.
Reporting & Compliance
  • Compile and analyze data to support timely, compliant monthly, quarterly, and annual reports to IDOH.
  • Monitor progress against grant deliverables and proactively flag risks to milestones or timelines.
  • Partner with the Data/Wearables Manager to ensure wearable-device data is integrated into evaluation outcomes.
Continuous Improvement
  • Provide regular data summaries and insights to program, coalition, and marketing teams to inform continuous improvement.
  • Stay current on evidence-based evaluation practices in public health and community health programming.
  • Perform other duties/assignments as needed at the Indiana Alliance of YMCAs.
QUALIFICATIONS

  • BA/BS in Public Health, Evaluation, Biostatistics, Social Science, or a related field required; master's degree preferred.
  • Minimum of 5 years' experience in program evaluation, applied research, or grant data management.
  • Experience designing evaluation frameworks and logic models for public health or community health programs.
  • Proficiency with data analysis and reporting tools (e.g., Excel, REDCap, SPSS, R, or similar).
  • Strong attention to detail with the ability to translate complex data into clear, actionable insight for non-technical audiences.
  • Working knowledge of grant compliance reporting requirements preferred.
  • Completion of all position-specific and mandatory YMCA training within specified deadlines.

This position requires frequent statewide travel, including to rural communities, partner sites, and program events across Indiana, sometimes requiring overnight travel. The noise level in the office work environment is typical of a normal office; noise levels during site visits may be moderate to occasionally loud.
