The Benefits Manager is responsible for managing the Benefits Department staff; administer all health and welfare programs including benefits enrollment, recommend vendor selection and benefits’ billings. Manage all aspects of the employee wellness program. Maintain integrity of all policy and procedures related to benefits and leaves of absence. Perform market studies and make recommendations to keep company benefit programs competitive with the market, cost-effective while aligning with compliance standards and the organizations business strategy.
Establish company procedures for a smooth employee benefits operation that meets the evolving needs of a diverse workforce.
- Administer all health and welfare plans from design to management.
- Manage all aspects of the employee wellness program.
- Supervise and develop benefits staff, including workload oversight, SOP management, coaching, and performance management.
- Provide project support for Director Employee Health & HR Programs.
- Perform market analysis and make recommendations for plan changes to remain in a strong competitive posture in the marketplace.
- Act as liaison between CMSU and insurance carriers in gathering plan change quotes and plan redesign specifications.
- Using claim data, analyze benefit plan costs to identify areas of high utilization and make recommendations which are both cost effective and in line with CMSU corporate philosophy.
- Make recommendations to the Director Employee Health & HR Programs in regards to addition of new programs. Perform needed analysis and present this data as support for recommendations.
- Oversees department expense tracking to ensure budget adherence.
- Assist in the development and revisions of written communications including plan documents, summary plan descriptions, announcement materials, and other special communications projects. Ensure that the Benefits website and Onboarding application is kept current regarding the same.
- Oversee and execute the annual Open Enrollment process, including maintenance of the benefits electronic enrollment system and website, testing, and post-enrollment audit.
- Develop and implement employee education strategies to increase awareness and understanding of benefit programs. Streamline benefits-related processes for efficiency and scalability.
- Serve as an escalation point for complex employee inquiries and issues.
- Responsible for the oversight of the leave of absence process and accurate communication of pay coordination to Payroll.
- Responsible for the 401(k) plan true-up process.
- Manage benefits-related compliance reporting including, nondiscrimination testing, Forms 1095-C and 1094-C, audits and filing of Forms 5500.
- Responsible for the workers compensation reportable claims process via the carrier's phone/on-line system.
- Support the collection of CSR data and summary for CMSC.
- Responsible for accuracy of all benefits data contained in the Oracle system. Maintain and improve benefits administration systems; collaborate with HRIS to ensure data accuracy.
- Excellent compliance and governance knowledge, ensuring all benefit programs comply with federal, state, and local regulations (i.e., ERISA, HIPAA, ACA, FMLA, COBRA).
- Excellent vendor and broker management skills (i.e., manage relationships, negotiate plan renewals, premiums, and service level agreements).
- Excellent communication and support.
- 4 Year Bachelor's Degree
- 6 years Experience in Benefits required.
- Pay Information:
Min $99,800 to Max $160,600 (DOE)
