As a Senior Subcontracts Manager for Advanced Manufacturing, you will be responsible for managing the activities of Subcontracts Managers and teams of Procurement Professionals on Mega‑Projects (Projects with a Total Installed Cost of $750M+). The Senior Subcontracts Manager is accountable for all subcontract administration activities on a project. This individual will be project based at a US site.

The Senior Subcontracts Manager has extensive knowledge and understanding of procurement concepts, principles and practices, and the techniques of ensuring task completion. They are an expert in integration with other project functions, accomplishes value‑added expectations, and performs assignments in accordance with established policies and procedures.
The Senior Subcontracts Manager reports directly to the Director of Supply Management, Advanced Manufacturing (AM). While supporting Jacobs’ Projects, the Senior Subcontracts Manager will report indirectly to the assigned Project Procurement Manager (PPM), Project Manager, or Construction Manager.

Essential Responsibilities- Develop upfront procurement planning activities such as the subcontracting section of the Supply Management Execution Plan (SMEP), establishing subcontracting strategies, and developing project‑specific templates, reports and tools.
- Manage the activities of a small to mid‑sized team of subcontract administrators and other supporting procurement functions, including establishing package assignments and priorities, eliminating obstacles, managing the interface with Jacobs and client management, providing on‑the‑job training, and offering support and guidance.
- Use critical thinking and problem solving to maximize the efficiency and effectiveness of the project’s subcontracting efforts.
- Cater to subcontracting assignments that typically consist of professional or technical services, and major or complex construction services on larger projects, or assignment as the Subcontracts Manager for all subcontracting on a medium to large size project.
- Utilize established policies, procedures, systems, and tools.
- Manage procurement of subcontracted services and administer procurement agreements and change orders (modifications) to accomplish project or group objectives and obligations.
- Review subcontract‑related invoices and ensure that invoices are approved in accordance with terms and conditions agreed within the subcontract.
- Evaluate facts surrounding subcontract‑related problem areas and apply remedies to resolve them.
- Maintain subcontracting documentation in a repository.
- Identify and advise management of subcontract‑related risks.
- Manage the procurement process, including planning, development of bidder lists, qualification of bidders, preparation of requests for quotation, and conduct bid evaluations.
- Prepare proposal deliverables, such as pricing of subcontracted services, execution approach narratives, and labor hour estimates for subcontracting.
- Recommend source selections, plans and lead subcontract negotiations.
- Participate in or lead project supply management strategy development and implementation and may be assigned as the supply management project lead.
