Role Description

The INDOT Emergency Management Program Manager is a full-time, on-site role based in Indianapolis, IN. This position oversees emergency management programs, including planning, coordination, and implementation of response and recovery efforts related to transportation infrastructure and operations. Day-to-day responsibilities include developing and maintaining emergency plans and procedures, coordinating with internal teams and external agencies, and ensuring compliance with state and federal emergency management guidelines.

The Program Manager reviews risk assessments, evaluates incident reports, and recommends improvements to enhance preparedness and resiliency. Additional duties involve managing program timelines and budgets, preparing reports and briefings for leadership, organizing training and exercises, and participating in emergency activations and after-action reviews.

Qualifications
  • Candidates should possess strong Program Management and Project Management skills to plan, coordinate, and execute emergency management initiatives and multi-phase transportation programs.
  • Candidates should possess solid Analytical Skills and Budgeting skills to interpret data, assess risks, allocate resources, and manage program finances responsibly.
  • Candidates should possess effective Communication skills to collaborate with internal stakeholders, partner agencies, and the public, and to prepare clear reports, plans, and presentations.
  • Relevant qualifications include experience in emergency management, public safety, transportation, or related fields; familiarity with state and federal emergency management frameworks; and proficiency with standard office and data analysis software.
  • Additional beneficial qualifications include a bachelor’s degree in emergency management, public administration, transportation, or a related discipline; incident command system (ICS) training; and demonstrated ability to work under pressure during emergency events.
