We engage experienced practitioners for both full‑time employment and project‑based contract roles, as applicable to the award and staffing model. Engagements are remote‑first with travel as required for partner and field sites. We build ready teams for live grant and sponsored‑research pursuits.
This opportunity is contingent upon grant or sponsored‑project award and final staffing approval. Permission will be requested before including a candidate's name or resume in a proposal or funding package.
WIL is seeking a Regional Workforce Development Consultant to lead a workforce strategy study for a major regional workforce board, translating labor‑market evidence and stakeholder input into actionable priorities, partnerships, and implementation recommendations.
What you'll do- Lead a regional workforce strategy study from research design through findings and implementation recommendations
- Analyze labor‑market, industry, demographic, education, and workforce‑program data to identify needs and opportunity areas
- Facilitate interviews, focus groups, workshops, and stakeholder engagement with employers, educators, workforce partners, and public agencies
- Assess current workforce programs, delivery capacity, partnerships, and performance measures
- Develop a practical strategy, roadmap, and presentation materials for public‑sector decision‑makers
- Contribute specialist qualifications and past‑performance narrative to WIL grant and sponsored‑research packages when permissioned
- Demonstrated experience leading workforce development strategies, regional talent initiatives, or labor‑market studies
- Strong research, qualitative and quantitative analysis, stakeholder facilitation, and report‑writing skills
- Experience working with workforce boards, economic‑development organizations, education systems, employers, or public agencies
- Comfortable as a 1099 / project‑based collaborator; remote‑first with travel as client work requires
- Experience with WIOA planning, workforce innovation, sector strategies, or regional labor‑market information systems
- Experience translating research into implementation roadmaps, performance measures, and funding priorities
- Prior public‑sector consulting or workforce‑board engagement with results that can be cited
