Job Title
Director over Federal Pay and Collect to manage, plan, implement, and evaluate DFAS Government Services accounting and financial programs.
Job DescriptionDuties:
- Serves as the Director over Federal Pay and Collect to manage, plan, implement, and evaluate DFAS Government Services accounting and financial programs.
- Provides comprehensive knowledge and system-level expertise over inter/intra-governmental activities.
- Plans, organizes, directs, coordinates, and reviews the work of subordinate organizational elements involved in carrying out the mission and functions of the organization.
- Maintains constant liaison with all communities generating accounting and other financial data, supporting accounting operations, and/or receiving DFAS products and services.
- Plans, manages and supervises the assigned organization which consists of administrative and technical personnel. Workload is organized into subordinate divisions, branches or sections within the directorate.
- Realigns resources, conducts program analyses, and makes decisions in accordance with unit cost outputs, targets and business operations principles. Interprets and clarifies directorate policy and resolves operational problems.
- In addition, the position is responsible for supervising (either directly or indirectly) work units performing mission essential or support activities which facilitate the mission of the DFAS - Industrial Base Pay Business Line.
- Directs, supervises, and coordinates a directorate performing professional federal accounting, overseeing critical transactional systems, and delivering mandated fiduciary managerial accounting reports.
- Provides extensive professional accounting knowledge and expertise in federal appropriation law, accounting theories, principles, practice techniques and accounting systems.
- Provides program development and oversight responsibilities for the Federal Pay and Collect Program within Government Services.
- Responsibilities are highly interrelated and interdependent across all DFAS sites, DoW components, and other federal agencies.
Requirements:
- Must be a U.S Citizen.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Registered for Selective Service (males born after 12-31-1959.)
- Suitable for Federal employment.
- Time after Competitive Appointment:
Candidates must have served 3 months after latest competitive appointment in the Federal service. - Obtain/Maintain Financial Management Certification.

Qualifications:

- Basic Requirements:
This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below: - (1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR
- (2) Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor.
- You may need to send proof of education or of certification to be considered for this position.
- GS-14 Level:
- In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-13 for GS-14) in the Federal service, which demonstrates the ability to perform the duties of the position.
