Job DescriptionWe are looking for a Grant Analyst to provide expertise for ensuring subrecipient adherence to state and federal grant requirement. This position will be full-time and hybrid in Indianapolis, IN.
What You'll Do- This position leads oversight activities related to operational processes, financial stewardship, and data integrity for funded subrecipients
- This position assists in establishing monitoring systems to anticipate barriers, conducting risk-based reviews, validating fiscal and programmatic compliance, and strengthening subrecipient capacity to meet grant requirements
- Working within the broader governance framework—including the Executive Oversight Committee, State Steering Committee, Advisory Committee, and Regional Grant Initiative, and Office of Grant Administration to provide oversight and performance monitoring
- Their work ensures that each region's strategy is data-driven, compliant, and aligned with Indiana's long-term vision for rural health transformation
- Develop and implement risk-based subrecipient monitoring processes in accordance with state and federal grant requirements.
- Conduct desk reviews, on site, and virtual monitoring of subrecipients to assess compliance with programmatic, fiscal, and reporting requirements
- Analyze finance documentation including invoices, expenditure reports, ledgers, and supporting documentation to verify allowable expenses and anticipate barriers to fiscal stewardship.
- Act as knowledgeable resource for finance and administration to Division Directors
- Utilize People Soft Financials to monitor and report sub-award spending throughout the fiscal year
- Maintain and make accessible financial files
- Analyze data submitted by sub-recipients for accuracy, completeness, and alignment with program performance measures and reporting requirement
- Identify compliance risks and develop corrective action plans in collaboration with subrecipients to promote grant stewardship and partnerships
- Provide technical assistance and guidance to subrecipients to strengthen grant management practices, documentation methods, and reporting processes
- Maintain detailed monitoring records, reports, and audit trails to demonstrate grant administration activities, best practices, and audit readiness
- Coordinate with internal program, finance, and data staff to manage queries, barriers, or tasks related to subrecipient grant monitoring
- Track corrective actions, follow-up actions, and resolution of findings to ensure timely remediation and sustain subrecipient compliance
- Contribute to the development of continuous improvement of formal subrecipient monitoring tools, templates, and procedures
- Support internal staff and subrecipients in the preparation of state and federal audits by compiling documentation, responding to audit inquiries, and assisting with audit resolution activities
Required:
- A master's degree or commensurate exp is required, with 4-6 years' program evaluation, QA, grant oversight/administration, data analysis, data management
- Extensive knowledge of Federal and State laws, policies and procedures as they pertain to the Finance and Programmatic Divisions
- Some knowledge of business administration practices and procedures and basic accounting
