Role Overview:

The SCN Financial Compliance Analyst provides advanced financial oversight and analytical expertise to ensure the integrity, accountability, and long-term sustainability of Child Nutrition Programs (CNP). This position assesses the financial viability of program sponsors, investigates potential fraud, waste, and abuse, and supports compliance efforts through detailed financial analysis, risk identification, and technical guidance. The role is critical to safeguarding public funds and ensuring program operators meet federal and state financial requirements.

The incumbent will be expected to actively participate in the development of training resources and presentations regarding financial regulations. The incumbent's extensive knowledge of business principles, including GAAP, forensic accounting, and financial analysis will also be a resource to other staff members in the division, including evaluation of audits received, and assisting in sponsor compliance reviews when requested.

Role Responsibilities:

  • Financial Oversight and Viability Analysis
  • Conduct comprehensive financial viability reviews for new and existing CNP sponsors.
  • Analyze budgets, audits, financial statements, cost allocations, internal controls, and cash flow data.
  • Identify financial instability indicators and recommend corrective actions or heightened oversight.
  • Maintain financial risk profiles and assist in the development of risk-based monitoring strategies.
  • Review audits conducted by other entities, assess findings, and determine if corrective action is satisfactory for the organization.
  • Fraud, Waste, and Abuse Investigation
  • Lead investigations of complaints related to compliance and financial operations.
  • Perform advanced financial reviews and forensic-style analyses when irregularities are detected.
  • Trace expenditures, revenue streams, and supporting documentation to validate allowable costs.
  • Prepare investigative summaries, findings, and evidence to support enforcement actions.
  • Collaborate with internal auditors, legal counsel, and oversight agencies when necessary.
  • Compliance Monitoring and Support
  • Conduct regulatory compliance reviews and financial examinations for large, complex institutions and for high-risk institutions, using off-site monitoring tools and occasional on-site examinations to identify risks and trends.
  • Assist program staff with financial components of administrative reviews and compliance assessments.
  • Determine fiscal action, including disallowances and fines.
  • Develop, improve, and maintain financial review tools, templates, and procedures.
  • Provide technical assistance and training to sponsors regarding financial compliance requirements.
  • Ensure state processes align with federal regulations, guidance, and best practices.
  • Work with other state agencies to ensure our policies align with other auditing agencies and ensure consistent guidance.
  • Program Integrity and Reporting
  • Maintain accurate documentation of financial analyses, evidence, and review results.
  • Recommend policy or procedural changes to strengthen financial accountability.
  • Prepare reports, briefings, and data summaries for leadership and external stakeholders.
  • Support initiatives that protect program integrity and promote responsible use of public funds.
  • Periodic review of CNPWeb claims and payment systems to assess risks and update business rules in accordance with regulatory requirements.

Salary:
The salary for this position traditionally starts at $67,314.00 but may be commensurate with education and work experience.

  • Analyze operations to evaluate performance of the specific program or its staff in meeting objectives or to determine areas of potential cost reduction, program improvement, or policy change.
  • Interpret and explain in-depth and complex policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals.
  • Develop and implement corrective action plans to solve organizational or departmental problems.
  • Prepare and present reports for approval, including those for funding or implementation of services to executive leadership.
  • Develop and oversee program financial or budget activities to fund operations, maximize investments, or increase efficiency.
